The model was developed by the Slovenian Institute for Adult Education within the development project entitled Development of Quality Educational Offer in the Selected Regions. Three topics are discussed: identification of educational needs, development of new educational programs and their implementation in a regional environment. The basic methodological principles used to develop new educational programs, especially competence based curricula and action learning, are also explained. Different phases in the development of new educational programs are illustrated with examples of good practice from thre eSlovenian regions</dc:description><dc:description xml:lang="sl">V prispevku prikazujemo, kako smo uporabili model partnerskega sodelovanja pri preučevanju izobraževalnih potreb in razvoju novih izobraževalnih programovv regionalnem okolju. Model smo razvili na Andragoškem centru Slovenije (ACS) v okviru razvojnega projekta z naslovom Razvoj kakovosti izobraževalne ponudbe v izbranih regijah. Osredotočili smo se na tri zaokrožene vsebinske sklope, in sicer ugotavljanje potreb po novih izobraževalnih programih, razvoj novih izobraževalnih programov ter njihovo umeščanje v regionalno okolje. Prikazujemo tudi temeljna metodološka izhodišča, na katerih so zasnovani novi izobraževalni programi, še posebej, kako v postopke kurikularnega načrtovanja umeščamo učnociljni in kompetenčni ter modularni pristop ter akcijsko izobraževanje.
