Potrebe po njihovem razvoju so lahko precej različne gledano iz zornega kota bolnika oz uporabnika zdravstvene storitve, iz zornega kota zdravnika oz. ponudnika zdravstvene storitve in tudi z vidika države oz. lokalne skupnosti.Temeljno poslanstvo pa je predvsem podpora in pomoč pri celostni in vseživljenski zdravstveni oskrbi posameznika in skupnosti.
