Analiza zakonodajnih postopkov v obdobju 2017–2020|</dc:title><dc:description xml:lang="sl">The legislative procedure is at the core of the legislative process, which consists of all actions aimed at drafting a legislative proposal and adopting and enforcing the law. In modern democratic countries, the vast majority of draft laws are drafted by the executive branch of government, within which the government and the narrower public administration, i.e. ministries and government departments, play a key role. The authors limit themselves to the role of the European Commission, which in recent years systematically monitors the characteristics of the public administrations of the Member States and their reforms or modernisation processes, and tries to better understand the role that EU support plays in improving the functioning of the public administrations of the Member States. The framework of this activity is represented by the EUPACK (European Public Administration Country Knowledge) project, which has been running since 2016. The authors note that the number of adopted laws oscillates from year to year. In all the years analysed, the Government of the Republic of Slovenia was the predominant sponsor of the laws adopted, and less than half of the laws were adopted under the ordinary legislative procedure</dc:description><dc:description xml:lang="sl">Zakonodajni postopek je osrednji del zakonodajnega procesa, ki ga tvorijo vsa opravila, usmerjena v pripravljanje in pisanje zakonskega predloga ter sprejemanje in izvrševanje zakona. V sodobnih demokratičnih državah veliko večino predlogov zakonov oblikuje izvršilna veja oblasti, znotraj katere imata ključno vlogo vlada in ožja javna uprava, torej ministrstva in vladne službe. V prispevku se avtorja omejujeta na vlogo Evropske komisije, ki v zadnjih letih sistematično spremlja značilnosti javnih uprav držav članic in njihovih reform oziroma modernizacijskih procesov ter si prizadeva bolje razumeti vlogo, ki jo na področju izboljšanja delovanja javnih uprav držav članic ima podpora EU. Okvir te aktivnosti je projekt EUPACK (European Public Administration Country Knowledge), ki poteka od leta 2016 dalje. Avtorja ugotavljata, da število sprejetih zakonov iz leta v leto niha.
