When these factors become generally valid, just because of the nature of the phenomenon or subject, its' new form emerges. In view of the legal basis, spatial management is above all a restriction, rather than process in development, although in the past, certain norms and rules have been enforced, which stemmed from the recognition of quality of these factors"},{"@xml:lang":"sl","#text":"V članku je kratko predstavljena zakonodaja z vidika urejanja naselij in graditve objektov, pri čemer je izhodišče raziskovanja na odnosu prostorskih razvojnih dejavnikov s formalnopravnimi normami in merili. V trenutku, ko so dejavniki že splošno veljavni, se zaradi narave pojma ali predmeta že pojavljanjegova nova oblika. Urejanje prostora je glede na zakonsko osnovo prej omejitev kot proces v razvoju, vendar je v preteklosti utrdila določene norme in pravila, ki so se opirale na prepoznavanje kakovosti prav teh dejavnikov. Na teh dejstvih bodo temeljila izhodišča za oblikovanje normativnih inštrumentov tudi v prihodnosti, a bodo morali biti fleksibilno nastavljeni in časovno hitreje spremenljivi.
