No one needs regulations, which is only written down, but their effects are not evident in practice. Inspection supervising as one of the major function of the public administration is assuring supervising on performing regulations and it is also o'ering feed back to administration. In our case to Ministry for school and sport , especially to make known the ministry with effects of accepted regulations and to form suitable changes and steps. The supervising function as a part of the executive task from the working field of the ministry is preforming by the Inspection RS for school and sport as a state service and as a body in combination with ministry. Supervising the field of school is necessary first of all to assure respect legality and to protect the rights of the children under school age, pupils, apprentices, students and participants of education for adults and professionalsDržava sprejema obvezujoče predpise in mora kot suveren subjekt oblasti poskrbeti tudi za njihovo dosledno izvajanje. Nikomur ne služijo predpisi, ki so zgolj na papirju, njihov učinek pa ni viden v praksi. Inšpekcijski nadzor kot ena ključnih funkcij javne uprave zagotavlja nadzor nad izvrševanjem predpisov ter nudi tudi povratne informacije upravi. V našem primeru predvsem Ministrstvu za šolstvo in šport, da se seznani z učinki sprejetih predpisov ter oblikuje ustrezne spremembe in ukrepe. Nadzorno funkcijo kot del izvršilnih nalog z delovnega področja šolskega ministrstva pa izvaja Inšpektorat RS za šolstvo in šport kot državna inšpekcijska služba in organ v sestavi navedenega ministrstva.
