In Europe, OSH has long extended beyond the scope of legally prescribed obligations and functions as a comprehensive societal mechanism: it reduces the risks of injuries, occupational diseases and long-term absences from work, thereby making a significant contribution to the sustainability of health and social protection systems and to economic competitiveness. Although the common foundations for EU Member States are laid down in Directive 89/391/EEC, which emphasises the principles of prevention, systematic risk assessment and employers’ responsibility, national arrangements vary considerably. At the request of the Ministry of Labour, Family, Social Affairs and Equal Opportunities, we examined OSH arrangements in six European countries: the Czech Republic, Denmark, Finland, the Netherlands, Portugal and France. The report provides more than a descriptive overview of foreign arrangements; it focuses on identifying mechanisms that contribute, in the selected countries, to more effective risk management, improved stakeholder cooperation, streamlined inspection procedures, greater transparency and better use of data. Particular emphasis is placed on solutions that are compatible with Slovenia’s institutional characteristics and could be introduced without extensive systemic changes. To ensure a clear and structured comparison, the analysis is organised around four key pillars of contemporary OSH systems: the legal and institutional framework; social insurance and OSH-related entitlements; the organisation and infrastructure of implementation; and inspection, sanctions and digital data solutions. This analytical framework enables a clear identification of differences among countries and of the areas in which the Slovenian system has the greatest scope for improvement"},{"@xml:lang":"sl","#text":"Varnost in zdravje pri delu (VZD) predstavljata temelj sodobnih delovnih okolij in ključen dejavnik kakovosti, stabilnosti ter učinkovitosti delovnih procesov. V evropskem prostoru VZD že dolgo presega okvir zakonsko predpisanih obveznosti in deluje kot celovit družbeni mehanizem: zmanjšuje tveganja za poškodbe, poklicne bolezni in dolgotrajne odsotnosti, s tem pa pomembno prispeva k vzdržnosti zdravstvenih in socialnih sistemov ter h konkurenčnosti gospodarstva. Čeprav v državah članicah Evropske unije skupna izhodišča določa Direktiva 89/391/EGS, ki poudarja načela preventive, sistematično ocenjevanje tveganj ter odgovornost delodajalcev, se nacionalne ureditve med seboj močno razlikujejo. Na predlog Ministrstva za delo, družino, socialne zadeve in enake možnosti smo raziskali ureditve VZD v šestih evropskih državah: na Češkem, Danskem, Finskem, Nizozemskem, Portugalskem in v Franciji. Poročilo ne prinaša zgolj opisnega pregleda tujih ureditev, temveč se usmerja v prepoznavanje mehanizmov, ki v izbranih državah prispevajo k učinkovitejšemu upravljanju tveganj, boljšemu sodelovanju deležnikov, racionalizaciji nadzornih postopkov, večji transparentnosti ter boljši uporabi podatkov. Poseben poudarek je na rešitvah, ki so skladne s slovenskimi institucionalnimi značilnostmi in bi jih bilo mogoče uvesti brez obsežnih sistemskih sprememb. Z namenom preglednosti primerjave je analiza strukturirana po štirih ključnih stebrih sodobnih sistemov VZD: pravni in institucionalni okvir, socialno zavarovanje in pravice iz naslova VZD, organizacija in infrastruktura izvajanja ter nadzor, sankcije in digitalne podatkovne rešitve.
