Varovanje prsti se pojavlja že od druge svetovne vojne, le da je bil način varovanja posreden preko varovanja rodovitnih zemljišč za proizvodnjo hrane. Potrebna je nova zakonodaja, ki ureja prst samostojno. To pa ne pomeni, da je potrebno preklicati obstoječo zakonodajo.
