Proposals for a rationalised system are given. Land management is one of the primary tasks of the new communes since in the majority of analysed communes it was declared as their prerogative and included in the communal jurisdiction. The analysis is fallowed by proposals, amongst other, that physical planning, the environment, infrastructure and economic public services, building plots and housing should be managed by a unified administrative body and that in those communes which lack professionals the possibility of authorising intercommunal or regional bodies could be established. There is also a proposal to the Ministry for Environment and Physical Planning pertaining to education and new system of land management"},{"@xml:lang":"sl","#text":"V članku je opisana začasna ureditev v 21 novih občinah. Opisu so dodani komentar, kritična analiza ter predlogi za bolj smotrno ureditev. Urejanje prostora sodi med prednostne naloge v novih občinah, saj ga v večini obravnavanih občin navajajo kot svojo pristojnost in ga upoštevajo pri organizaciji občinske uprave. Na koncu sta, med drugim, predloga, da bi za prostor, okolje, infrastrukturo in gospodarske javne službe, stavbna zemljišča ter stanovanja ustanovili enotni upravni organ in da bi v primerih kadrovske šibkosti nekaterih občin dopustili možnost medobčinskega ali pokrajinskega sodelovanja.
