The aim of the research was to gain a comprehensive insight into the functioning of the system, understand the challenges faced by different actors, and identify opportunities for improvement that could contribute to a more effective, evidence-based and prevention-oriented OSH system. The research is based on 21 semi-structured, thematically focused interviews with representatives of key stakeholders in the OSH system: employees or workers; trade-union organisations; occupational safety professionals; occupational medicine providers; inspection services; educational institutions; the competent ministries; and the national social-insurance institutions relevant to occupational safety and health—the Pension and Disability Insurance Institute of Slovenia (ZPIZ) and the Health Insurance Institute of Slovenia (ZZZS). This analysis was prepared as part of the national development project A Comprehensive Approach to Occupational Safety and Health in Slovenia (CP VZD), which aims to develop integrated and effective solutions to improve employees’ safety and health. Namen raziskave je bil pridobiti celovit vpogled v delovanje sistema, razumeti izzive, s katerimi se soočajo različni akterji, ter opredeliti priložnosti za izboljšave, ki bi lahko prispevale k bolj učinkovitemu, strokovno utemeljenemu in preventivno usmerjenemu sistemu VZD. Raziskava temelji na 21 polstrukturiranih, tematsko usmerjenih intervjujih s predstavniki ključnih deležnikov sistema VZD: zaposlenih oziroma delavcev, sindikalnih organizacij, strokovnih delavcev za varnost pri delu, izvajalcev medicine dela, inšpekcijskih služb, izobraževalnih ustanov ter pristojnih ministrstev in nacionalnih zavarovalnic s področja varnosti in zdravja pri delu (ZPIZ, ZZZS).
