Najprej so prikazana mnenja o mednarodni podobi mest, mednarodnih funkcijah, marketinških lastnostih in tekmecih. Naslednja tema je kakovost življenja v mestih, in sicer raziskana prek stanovanj, urbanih storitev, naravnega in poslovnega okolje. Sledi poglavje o razvojnih projektih in medmestnem sodelovanju.
