NEEDS, SLOVENIA, 2006 
   
 V letu 2006 je v centrih za usposabljanje, delo in varstvo bivalo 
465 otrok in mladostnikov z zmerno, težjo in težko motnjo v 
duševnem razvoju, 95 otrok pa je bilo vključenih v dnevno varstvo. 
 In 2006, 465 children and youth with mild, severe and profound 
mental disturbances were residing in centres for training, work and 
protection and 95 more were included in daily care centres. 
 980 otrok in mladostnikov s posebnimi potrebami je bilo v zavodih, 
centrih ali domovih, od tega: 
− 28 v zavodih za slepe in slabovidne otroke in mladostnike, 
 
− 49 v zavodih za gluhe in naglušne otroke in mladostnike, 
− 236 v zavodih za gibalno ovirane otroke in mladostnike, 
 
− 396 v zavodih ali domovih za čustveno in vedenjsko motene 
otroke in mladostnike 
− in 271 v domovih za otroke z lažjimi motnjami v duševnem 
razvoju. 
 980 children and youth with special needs were residing in 
institutions, centres and in child and youth homes, of whom: 
− 28 in institutions for blind and weak sighted children and 
youth,  
− 49 in institutions for deaf and partially deaf children and youth, 
− 236 in institutions for children and youth with motive 
impediments, 
− 396 in institutions, child and youth homes for emotionally and 
behaviourally handicapped children and youth 
− and 271 in residential schools for slightly mentally

Otroci s posebnimi potrebami so po Zakonu o usmerjanju otrok s
posebnimi potrebami (Uradni list  RS, št. 54/2000) otroci z motnjami v
duševnem razvoju, slepi in slabovidni otroci, gluhi in naglušni otroci,
otroci z govorno-jezikovnimi motnjami, gibalno ovirani otroci, dolgotrajno
bolni otroci, otroci s primanjkljaji na posameznih področjih učenja ter

Center je socialno varstveni zavod za usposabljanje, vzgojo in
izobraževanje, zdravstveno varstvo, rehabilitacijo in nego otrok in
mladostnikov z zmerno, težjo in težko motnjo v duševnem razvoju z
dodatnimi motnjami. 
 Centre is a social health care institution for qualification, education and
training, rehabilitation and nursing of children and youth with mild, severe
and profound mental disturbances with additional impairments. 
Zavodi za otroke in mladostnike s posebnimi potrebami usposabljajo
in izobražujejo otroke, mladostnike in mlajše polnoletne osebe, ki zaradi
motenj v duševnem in/ali telesnem razvoju potrebujejo posebne oblike
vzgoje, izobraževanja in usposabljanja (Uradni list. RS, št. 12/96). V
okviru zavoda je lahko tudi dom za otroke, ki jim ni bilo mogoče zagotoviti
izobraževanja v kraju stalnega prebivališča. 
 Institutions for children and youth with special needs educate and
train children, youth and young, disabled adults who, due to physical
and/or mental handicap, require special forms of education and training
(OJ RS No. 12/96). The institution can comprise also a child and youth
home for children who are not in the position to be educated in the place
of permanent residence.

KOMENTAR  COMMENT 
V letu 2006 je bilo v Sloveniji pet centrov oz. zavodov za usposabljanje,
delo in varstvo otrok in mladostnikov z zmerno, težjo in težko motnjo v
duševnem razvoju, ki so nudili trajno nastanitev 465 otrokom s posebnimi
potrebami, 95 otrokom pa dnevno varstvo. Celodnevno varstvo je bilo
organizirano na šestih lokacijah, dnevno varstvo pa na sedmih. Za otroke
in mladostnike je skrbelo 574 zaposlenih, od tega 317 varuhov,
vzgojiteljev in specialnih pedagogov ter 68 zdravstvenih delavcev. Več
kot polovica otrok biva v teh institucijah že 10 let ali več.  
 In 2006 there were 5 centres or institutions for training, work and
protection of children and youth with mild, severe and profound mental
disturbances in Slovenia. 465 children and youth with special needs were
in full-time residential care and 95 in daily care. Full-time residential care
was organized on six locations and daily care on seven. 574 employees
were taking care of them, of which 317 guardians, educators and special
pedagogues and 68 medical staff. More than half of all children were
living in those institutions for more than 10 years.  
Zavodov za slepe in slabovidne, gluhe in naglušne ter za otroke in
mladostnike z ovirami pri gibanju, v katerih se otroci izobražujejo, lahko
pa v njih tudi bivajo, je bilo v letu 2006 v Sloveniji pet. V domski oskrbi je
bilo 313 otrok in mladostnikov. Od teh je bilo največ gibalno oviranih otrok
in mladostnikov (75,4 %). Sledili so jim gluhi in naglušni otroci in
mladostniki (15,7 %) ter slepi in slabovidni otroci in mladostniki (8,9 %). V
teh zavodih so prevladovali otroci in mladostniki, mlajši od 18 let. 
 In 2006 there were 5 institutions for blind and weak-sighted, for deaf and
partially deaf and for children and youth with motive impediments in which
children and youth are educated, besides offering also the possibility for
residence. There were 313 children and youth in home’s care.  Most of
the children and youth had motive impediments (75.4%), followed by deaf
and partially deaf (15.7%), and blind and weak-sighted children and youth
(8.9%). Most children and youth in these institutions were younger than
18 years. 
271 otrok in mladostnikov s pretežno lažjimi motnjami v duševnem razvoju
je bilo v letu 2006 nastanjenih v desetih domovih, zavodih ali drugih
ustanovah za otroke s posebnimi potrebami. Izobraževali so se v osnovnih
ali srednjih šolah s prilagojenim programom, 65 pa se jih je izobraževalo po
posebnih programih v oddelkih za vzgojo in izobraževanje. 
 In 2006, 271 mostly slightly mentally handicapped children and youth
lived in 10 homes, institutions, or other establishments for children with
special needs. They were educated in elementary schools or upper
secondary schools with special curriculum, 65 were educated by special
programs in care and education class units. 
V treh mladinskih domovih, ki so namenjeni predvsem otrokom in
mladostnikom, ki prihajajo iz neurejenih družin, je bivalo 132 oseb.
Večina teh domov ima bivanje organizirano v obliki stanovanjskih skupin,
ki otrokom in mladostnikom za določeno življenjsko obdobje
nadomeščajo dom, vse do takrat, dokler ne končajo šolanja in dokler
samostojno ne vstopijo v življenje.  
 Three youth homes which are intended mostly for children and youth that
come from troubled families housed 132 people. In most of these
institutions the residence is organised in the form of housing groups,
which substitute a home to children and youth at a certain period in life
until they finish schooling and until they become independent and able to
live on their own. 
V sedmih vzgojnih in enem prevzgojnem domu je bivalo 264 otrok in
mladostnikov. Sedem domov je odprtega, en dom pa zaprtega tipa.
Otroci in mladostniki so bili nameščeni v te domove po sklepu sodišča ali
po odločbi centra za socialno delo. 
 Seven reformatory homes and one re-education home housed 264
children and youth. Seven institutions were open-type institutions and one
was a closed-type institution. Children and youth were placed in these
institutions by a court decision or by order of the centre of social work.
