Unesco therefore makes strong efforts to integrate the work of infor mation specialists, researchers and decision makers for a better recogni tion of opportunities and the introduction of knowledge-intensive proces ses. In this, the ability to acquire and structure new knowledge in the field, to recognize its patterns and to evaluate its quality is essential if com peti tive activity in international markets is hoped for. As a contribution to this development, a problem-solving information methodology has been developed, with the following steps: □ definition of the problem, □ „informatisation" of the problem, i.e. definition of information needs, □ collection of data, their organisation and storage, □ structuring of data into systems, definition of hierarchy of para meters, 32 Knjižnica.
