The past year was yet again a year of many achievements and innovative research with significant contributions to the fields of economics and business, with a special highlight on a new research infrastructure. Our research mission is reflected in the diversity of research projects and initiatives detailed in this report. We continue to significantly contribute to knowledge across various domains and practice, as well as inform and influence policy debates. Highlights of 2023 include advancements in sustainable competitiveness, inclusive growth, digital transformation, and corporate governance. Projects such as SI4Care and HECAT demonstrate our commitment to addressing societal challenges through innovative research and international collaboration. New initiatives such as SustainWELL and Recruit4Tomorrow further underline our focus on contemporary issues in welfare, employment, and entrepreneurship. A key milestone in 2023 was the opening of the two new modern laboratories, the Behavioural Lab and the Finance Lab. These labs provide our researchers with cutting-edge tools and environments to conduct advanced studies in behavioural economics and financial analysis. The Behavioural Lab offers a controlled environment for experiments in decision-making, consumer behaviour, and social interactions, while the Finance Lab provides access to essential databases and software for high-level financial and economic research. We see these facilities as a stepping stone towards further investments in an infrastructure essential for facilitating top research, attracting top talent, and fostering innovative projects. Part of that research vision and strategic research priority is also a transformation of the library into the Centre of Knowledge (CeK), with the aim of becoming a “onestop shop” for our academic community by not only providing access to online resources and databases, but building up data science capacity as well. Our commitment to sustainability is evident in our alignment with the United Nations Sustainable Development Goals (SDGs), with our 2023 research publications emphasising our role in promoting sustainable economic growth, innovation, and social inclusion. The doctoral programme at UL SEB remains a cornerstone of our research community. With 84 PhD students, including a significant proportion of international students, our program fosters rigorous academic training and research excellence. With the diverse backgrounds of our doctoral candidates, we enrich our research culture, promote a fruitful exchange of ideas, and pursue the UL SEB vision. I would like to acknowledge the extraordinary dedication of our researchers, faculty, staff, and partners. Their collective efforts have again made 2023 a year of outstanding research achievements. I am convinced that we will continue pushing the boundaries of knowledge and making significant contributions to society. Finally, I am grateful to my predecessor, prof. dr. Miha Škerlavaj, whose leadership over the past four years has made our successes easier to achieve. Prof. dr. Igor Lončarski Vice-Dean for Research and Doctoral Studies 6 7 UL SEB – THE SCHOOL 8 The School of Economics and Business, University of Ljubljana (UL SEB) is Slovenia’s leading research institution in the fields of economics and business. UL SEB’s strategic direction is to contribute to the progress and sustainable development of the broader community through impactful research. The School has formed a group at SICRIS (Slovenian Current Research Information System) called “Research Centre of the School of Economics and Business (RCEF)”, which includes all researchers and professional staff of the School involved in research. The group is led by Vice Dean for Research and Doctoral Studies in accordance with the school’s strategy. Research activities are MONITORED and EVALUATED by the Research and Doctoral Programme Committee, which works with the UL SEB Senate and management to determine research policies and directions in accordance with the UL SEB strategy. Resources are provided and mechanisms are in place to support RESEARCH EXCELLENCE. Trends in research performance over the last few years demonstrate that resources are being used effectively as the quality of research continues to improve. In line with UL SEB’s strategy, research is international, multi- and interdisciplinary, with focus on sustainability issues and in accordance with ethical standards. To support the UL SEB mission and vision, RCEF focuses its efforts on empowering individual researchers and research programme groups (see Section 4) to take an active role in implementing the UL SEB strategy. Actions include providing the means for individual researchers to create and disseminate research, creating the conditions for research groups to achieve academic excellence and impact the research community, and actions that enrich the student experience and the UL SEB community at large. The research agenda of each research programme group is embedded in the conceptual context of the particular area/field the group covers. The Associate Dean for Research and Doctoral Studies coordinates research directions with all research group leaders to ensure that research within those directions is aligned with UL SEB. 11 RESEARCH GROUPS The reseach groups’ eagerness to learn, creativity, entrepreneurialism, resilience, integrity, sustainability, respect, and inclusive cooperation align with UL SEB’s mission, vision, and impact factors. Over 70% of UL SEB researchers are members of the Research Programme Groups, which have consistently demonstrated their ability to produce high-level academic and applied research. This research significantly influences UL SEB’s educational programmes, organisational structure, and overall environment. In 2022, the implementation of a new Act on Scientific Research and Innovation Activities began, transferring more responsibilities in organisation and finance to recipients of stable funding. This change allows the School greater autonomy within the University framework and provides additional resources for research activities. In 2023, UL SEB participated in nine research programme groups, leading in six and partnering in three. UL SEB as lead institution The Research Programme Group “SUSTAINABLE COMPETITIVENESS OF THE SLOVENIAN ECONOMY IN EUROPEAN AND GLOBAL PERSPECTIVES” (P5-0117) focuses on sustainable competitiveness, encompassing more than just economic outcomes. It includes crucial elements that ensure societies achieve high-quality and inclusive growth. Centering on the Slovenian economy, our research continues a longstanding tradition of contributing to global knowledge by examining national phenomena at all levels and integrating interdisciplinary approaches. Keywords: sustainable competitiveness, firm performance, innovation, wage inequality, macroeconomic inequality, sustainable use and management of resources, tourist destination, quality of life, energy efficiency, cost efficiency, healthcare expenditures, incentive-based payments The research team, which includes the most researchers at the School, operates under the title “CHALLENGES OF INCLUSIVE SUSTAINABLE DEVELOPMENT IN THE PREDOMINANT PARADIGM OF ECONOMIC AND BUSINESS SCIENCES” (P5-0128). This programme aims to make significant scientific contributions and support socio-economic development by enhancing the understanding of sustainable development, inclusive growth, and quality of life within an applied interdisciplinary framework. The programme is expected to develop new or extend existing theoretical models, offering fresh empirical insights that contribute to academic discourse in economics, business, and related fields. Additionally, it aims to create and refine methodologies, adapting those from other disciplines for use in economics and business. The programme will produce empirical research based on comparative analyses, applications relevant to the Slovenian context, and broader applications with global implications. Furthermore, it seeks to provide both policy and managerial recommendations. Keywords: sustainable development, inclusive growth, labour and capital market frictions, industrial policy, institutional framework, ageing, intergenerational tranfers, fiscal sustainability, social cohesion, firm, strategy, HRM, marketing, conscious consumption, quality of life, urban development 12 13 THE IMPACT OF CORPORATE GOVERNANCE, ORGANISATIONAL LEARNING, AND KNOWLEDGE MANAGEMENT ON ORGANISATIONS IN AGEING SOCIETIES (P5-0364) The focus of research programme is to study organisational and environmental factors (ageing, digitalisation, post-covid resilience, and greening) that influence the reactions of contemporary organisations, which will be studied from different perspectives. The programme group is continuing to base its research and is continuing with researching the following conceptualisation of our research framework: advancing the development of scientific research field of organisational learning and learning organisation, emphasising the perspective of ageing workforce, defining the typology of leadership and organisational learning in the digitally empowered society, deriving from the theory of multiple intelligences, growth mindset, expansive learning and novel value-based leadership approaches, such as authentic leadership, servant leadership, and sustainable leadership, conceptualising the role of ageing studies in knowledge management and learning styles, examining the links between managerial practices and the development of different components of digitally empowered organisations, developing innovative HRM approaches, focusing on active and healthy ageing through digitalisation, and supporting technologies including the collaborative robots for new business models and career development, mobility of human resources and work from home, perception research of social rights, for all generations, supporting health and safety at work through digitally empowered citizenship and work-life balance and post-covid recovery, finding the elements of future organisations’ performance management, including results in the multistate transitions matrices and dynamic decision support systems based on MRP skeleton and simulation procedures. Keywords: ageing, social innovation, digitalisation, learning organisation, management and organisation, knowledge management, automation, post-covid economic recovery, green innovation, sustainable development. In February 2023 new Research Programme Group entitled REGENERATIVE ECONOMY AND BUSINESS (P5-0441) was formed. The group researchers are addressing a major challenge of the humanity: climate change. Regenerative development has the capacity not only to reverse the negative ecological impacts created by human development, but also capacity to increase social and natural capital, or in the words it has the ability to ‘restore lost plenitude’ (Clegg, 2012). This concept is nowadays acknowledged by the UN and EU and has been introduced as a part of solution for greener and more resilient economy, businesses, and society development. The goal of this research programme is to: 1) investigate regenerative development concept and principles and to include its postulates in the existing economic and business body of knowledge; 2) to develop methodological tools for social sciences to measure the different dimensions of regenerative development in economy and business; 3) to propose a set of practical implementations on how to include regeneration principles into the future development of individual, companies and society. Expected results from our research activities include: 1) new theoretical knowledge and expanding the existing boundaries in economics and business with regeneration development philosophy; 2) new methodological knowledge in social science based on new methods including natural, quasi and lab experiment along with existing qualitative and quantitative research approaches; 3) new business models for organisations based on regenerative development; 4) normative suggestions for policy makers on how to create a more regenerative society and economy; 5) sets of instruments that can stimulate individuals to behave environmentally friendly. Keywords: regenerative development, innovations, creativity, pro-environmental behaviour, organisational behaviour, knowledge creation Based on a combination of methods and cross-pollination between various fields, the research group THE CHALLENGES OF INVESTORS, FIRMS, FINANCIAL INSTITUTIONS AND A GOVERNMENT IN AN UNCERTAIN EUROPEAN ECONOMIC ENVIRONMENT (P5-0161) will create new knowledge, expose it to critical evaluation and verification at top international scientific conferences in areas covered by the programme (e.g., European Finance Association, American Accounting Association, Financial Intermediation Research Society, Financial Management Association, European Accounting Association). A favourable critical evaluation leads to publications in high-quality academic journals. The group is committed to developing new knowledge, it has followed this commitment in the past as shown in the report on the implementation of the research programme in the previous period. In the next period we will maintain the same approach, while putting additional emphasis on the analysis of challenges and futher intertwining of various fields (e.g. economics and neurosciences, finance and innovation, economics and behavioural sciences, etc.). Keywords: financial stability, bank regulation, compensation schemes, audit, ethics, aging and pensions, sustainability, information propagation, price rigidity, financial aspects of EU development, sentiment analysis, multi-factor models, financial decisions in non-financial corporations, fintech, innovation The Research Programme Group DIGITALISATION AS DRIVING FORCE FOR THE SUSTAINABILITY OF INDIVIDUALS, ORGANISATIONS AND SOCIETY (P5-0410) ended its work in January 2023. 14 15 UL SEB as partner institution The research programme FUTURE INTERNET TECHNOLOGIES: CONCEPTS, ARCHITECTURES, SERVICES, AND SOCIO-ECONOMIC ISSUES (P2-0037) proposes beyond the state-of-the-art solutions that improve the detection and analysis of the new cyber-attacks and threats in the cyber space. Additionally, the programme increases the knowledge on the current cyber threat landscape. Moreover, it contributes to the overall security solutions for the critical infrastructures and provides them with capability to react in case of security breaches. Last but not least, the programme fosters the upgrading of the current eID systems with innovative solutions leading to higher trust and trustworthiness of overall on-line services. Keywords: internet security, society digitalization and transformation, social impacts, critical infrastructures, trust and trustworthiness, vulnerabilities, persistent attacks and threats, eID systems The main objective of the research programme DEVELOPMENT STRATEGY OF SLOVENIA AS A MEMBER OF THE EUROPEAN UNION (P5-0096) is the development of new models, methods, analyses and further development of relevant theories to address the selected economic, social and environmental challenges Slovenia is and will be facing, outlined in the Strategy. Within the research programme, the intertemporal dimension and spatial balanced development will be included as horizontal priorities, as well as further development of the model-based tools and methodologies. The research programme is in line with the orientation of the draft Horizon Europe 2021-2027, which will strengthen EU’s scientific and technological bases in order to help tackle the major global challenges and contribute to achieving the Sustainable Development Goals. At the same time, the Horizon Europe will boost the Union’s competitiveness, and help deliver on the Union’s strategic priorities and support the development and implementation of Union policies. Keywords: the development strategy of Slovenia 2030, economic, social and environmental development factors, models 16 UL SEB is a partner in the Research Programme Group titled Systemic Autoimmune diseases. SYSTEMIC AUTOIMMUNE DISEASES (SADs) (P3-0314) include more than 80 chronic conditions with about 20 million cases in Europe and an increasing prevalence. Patients suffer from pain, reduced ability to work, loss of organ function, disability, early retirement, and early mortality. One group of SADs are inflammatory rheumatic diseases (IRDs), which are the main cause of limitation of daily activity compared to other chronic diseases. Therefore, this area of research is an ongoing medical priority. The research programme encompasses rheumatologists, pulmonologists, neurologists, gastroenterologists, biochemists, pharmacists, molecular/cell biologists, biostaticians/bioinformaticians, laboratory experts, economists and patients groups. Activities are predominantly geared towards optimisation of therapy/drug repurposing, elucidation of disease mechanism for inflammatory rheumatic disease (IRD), novel therapeutic targets and utilisation of autoantibodies/ biomarkers for earlier diagnostics/prognostics, disease activity and organ involvement. We will introduce comprehensive treatment for patients with IRD, with the aim of achieving lifestyle improvement and developing an effective, financially sustainable model. We will gain detailed insight into pharmacokinetics of biologics in a real clinical setting, helping physicians make better treatment decisions, with a personalised/cost-effective approach. Using precision medicine, we will deepen our understanding of fibrotic mechanisms targeting metabolism, that could lead to new/better therapeutic strategies in systemic sclerosis. Keywords: systemic autoimmune diseases, inflammatory rheumatic diseases, optimization of therapy, biologics, comprehensive treatment of patients, precision and personalized medicine, systemic vasculitis, inflammatory arthritis, systemic sclerosis, fibrosis, multiple sclerosis, Sjogren’s syndrome (Source: SICRIS ) 17 PEOPLE (STRUCTURE OF RESEARCHERS) RESEARCH HIGHLIGHTS 2023 THE RESEARCH CENTRE 18 In 2023, 176 researchers conducted their research at UL SEB. 162 14 Researchers Young Researchers 9 63 27 Research Programme Groups Research Projects Research Seminars 14 young researchers 176 TOTAL RESEARCH CENTRE 162 researchers The full list of Research Centre members is in the Appendix. Social Innovation for Integrated HealthCARE of Ageing Population (SI4Care) Social Innovation for integrated health CARE of ageing population in ADRION Region (Adrion - Third call for proposals - Priority Axis 1), where the lead partner was University of Ljubljana (School of Economics and Business, Faculty of Civil and Geodetic Engineering, and Faculty of Social Work) was completed successfully at the end of May 2023. The leader at UL SEB was Prof. Vlado Dimovski, PhD. The project involved 10 partners from Slovenia, Italy, Croatia, Bosnia and Herzegovina, Montenegro, Serbia and Greece. It was supported by the Interreg ADRION Programme and co-financed by the ERDF and IPAII Fund for a total amount of 2.3 M €. The project’s main objective was to contribute to the creation of a transnational effective ecosystem for the Social Innovation application in integrated healthcare services for the ageing population across ADRION countries, through a joint collaboration network and a unique strategy translated into regional and national action plans, implemented and monitored within pilots, once innovative approaches have been tested and backboned by an ICT Decision Support System. This objective contributes to the topic Social Innovation as SI4CARE aims to tackle 20 21 the needs of ADRION ageing population for long-term healthcare, especially in remote areas, by creating a collaborative environment to co-design solutions and engage large transnational community that represents all relevant actors, such as public and private healthcare providers, users and associations, academia and social entrepreneurs, voluntary associations, NGOs, public administration and PAs. NEW PROJECTS IN 2023 Disruptive Technologies Supporting Labour Market Decision Making (HECAT) Principal Investigator at UL SEB: Darija Aleksić Funding Entity: Slovenian Research and Innovation Agency Amount: 6,728 € Project Timeframe: 2023–2026 Disruptive Technologies Supporting Labour Market Decision Making (H2020-SC6TRANSFORMATIONS-2019), the project leader at SEB was Prof. Marko Pahor, PhD. In the final overall assessment, the Commison states that it has achieved most of its objectives and milestones for the period with relatively minor deviations. Hecat will likely provide results with significant immediate or potential impact in the next reporting period (even if not all objectives mentioned in the DoA were achieved). Results in the next period will likely be of considerable relevance to policy makers at EU, national and local levels across areas that concern employment and PES. It may also showcase the potential of the AI for use in public sector applications. NEW EU PROJECTS LAUNCHED IN 2023 Sustainable Welfare: Rethinking the roles of Family, Market and State (SustainWELL) The project leader at UL SEB is Prof. Tanja Istenič, PhD, and she and her colleagues will work with recognised institutions from Spain, Austria, the United Kingdom, Slovenia, France and Germany. For the 4-year duration of the project, the European Commission allocated EUR 2,997.332 to a consortium of 14 partners. Encouraging employment of third-country nationals through social dialogue (Recruit4Tomorrow) The project leader at UL SEB is Prof. Polona Domadenik Muren, PhD. She will work together with Slovenian colleagues from Association of Employers of Slovenia (Coordinator), the Faculty of Administration and the Association of Trade Unions of the Gorenjska region, and workers’ associations from Bulgaria, Hungary, Croatia, Slovakia and Belgium. For the 2-year duration of the project the European Commission allocated EUR 473,043.79 to a consortium of 12 partners. Global Entrepreneurial Talent Management 4 (GETM4) It is a continuation of a very successful GETM3 project, completed in 2023. The lead partner is Technological University Dublin, Ireland, and under University of Ljubljana the collaborating members are SEB (leader: Asst. Prof. Živa Kolbl, PhD), Faculty of Social Sciences, Faculty of Computer and Information Science and Faculty of Administration. Having an 18 partner Consortium comprising of a transnational, transdisciplinary, transgenerational, trans sectorial and gender balanced research team, GETM4 will organise over 300 secondments across 9 countries and 4 continents, and a series of sandpits rotating between the partner institutions. This global approach will allow researchers to gain first-hand and in depth insights on relevant research topics and develop their skills through networking and trainings. Research will be underpinned by a “respectful translation” perspective as we believe research and innovation should be transferred and translated respectfully between the Global South and North and knowledge should be shared equitably and in all directions. SEB plans to realise 22 secondments, among which 20 will be within Europe (2,500 EUR per secondee) and two in a third county (3,200 EUR per secondee). 22 Project J5-50162: Empowering the neglected voices of children in tourism development The research will fill the gap of neglected children’s voices in tourism development. It will outline the needs, problems and expectations of young people regarding tourism and analyse the impact of tourism development on the quality of life of children. The results will be a source of information for decision makers on how to consider tourism as a social force of the community from the perspective of the needs of the younger generations. We will process four sets of secondary data analyses at the micro level of Slovenian municipalities: demographic profiling, analysis of tourism activity, calculation of the role of tourism in climate change, and analysis of working conditions and practices in tourism. We will examine children’s perceptions of the economic, environmental and sociocultural impacts of tourism. We will provide an informed, evidence-based understanding of children’s experiences of tourism and engagement with the local environment. We will emphasise the active role of children as research co-participants with the aim of empowering them. The project Empowering the overlooked voices of children in tourism development has four central advantages in terms of importance for the development of science. Project J5-50173: Growing cultural distance and stereotyping in small transition countries: the case of the countries of the former Yugoslavia Principal Investigator at UL SEB: Tamara Pavasović Trošt Funding Entity: Slovenian Research and Innovation Agency Amount: 14,824 € Project Timeframe: 2023–2026 The purpose of the project is to examine the characteristics and resistance of stereotypes in the countries of the former Yugoslavia (Slovenia, Croatia, Bosnia and Herzegovina, Serbia, Montenegro, North Macedonia and Kosovo). If it seemed that the era of globalization was reducing intercultural differences, especially after 2000, it was shown that these still influence the formation of ideas about members of other nations, nationalities and ethnic groups. Last but not least, we encountered the issue of intercultural differences and stereotypes in the covid-19 crisis, when the media often talked about the “Chinese virus”, and stereotypes also appear in the case of the Ukrainian-Russian war, when people often talk about the “Russian bear” etc. Of course, the study of stereotypes in itself has a great scientific value, but the importance of this study is even greater if we place it in the social reality, in which 23 prejudices and stereotypes between countries/nations shape socio-political everyday life. This is especially true for the area of the countries of the former Yugoslavia, where stereotypes are rooted and strongly interfere with its political and economic stability, and in recent months have also had a strong impact on its security component. If we add to this the new factors that we are witnessing in the mentioned countries (the rise of political populists, the increase in the importance of non-European actors - the USA, Russia, China, Turkey and Arab countries), the economic problems of the region, the stalled European perspective of the region after Croatia’s entry into the European union, etc.), as well as the increasing lack of mutual knowledge among the inhabitants of these countries, we can conclude that the study of stereotypes, ethnic distance and cultural embeddedness is crucial if we want to understand what is really happening in the countries of the former Yugoslavia. 4 goals of the project: • Theoretical-methodological objective: upgrading the existing theoreticalmethodological framework and its verification and testing; creation of a model construct for the study of ethnic distance in the countries of the former Yugoslavia; • Empirical objective: obtaining current data on stereotypes in the countries of the former Yugoslavia (using quantitative and qualitative research methods); • Application (praxeological) objective: preparation of a set of measures to improve political-economic cooperation with/between the countries of the former Yugoslavia; • Communication scientific objective: dissemination of results to the scientific and professional public. Project J7-50185: Transparency and digitalisation in supply chains Principal Investigator: Peter Trkman Funding Entity: Slovenian Research and Innovation Agency Amount: 105,556 € Project Timeframe: 2023–2026 The significance of Supply Chain Management (SCM) has grown, driven by the imperative to oversee the entire supply chain. This heightened importance is attributed to the increasing influence of digitalisation, the demand for end-to-end visibility, and recent challenges, including the COVID-19 pandemic, the Ukraine crisis, and considerations related to reshoring. Moreover, the progress in technology such as 5G networks, distributed ledger platforms, the Internet of Things (IoT) and bigdata analytics, enabled the supply chain to address transparency across the board. decision-making which requires inter-disciplinary approach within the social sciences domain. Project V5-2344: The impact of major international sports events on GDP and other key socio-economic and financial indicators Principal Investigator: Maja Zalaznik Funding Entity: Slovenian Research and Innovation Agency & Ministry of the Economy, Tourism and Sport Amount: 23,800 € Project Timeframe: 2023–2024 Sport is an important social pillar in Slovenia, which not only represents the basis of quality of life for the population in general, but also provides opportunities for many businesses. An important part of sport, which also has a long tradition in Slovenia, are sport events - competitions and meetings on a global, European, national and regional level. Events of this kind contribute Slovenia’s identity in sport and beyond, as they have economic, social, promotional, tourism, environmental and other sustainable impacts. According to UN (2018) and UNWTO (2019) and others, sport events have both positive and negative impacts that can be categorised into three pillars of sustainability - the economic, social and environmental pillar. Because they attract competitors, teams, and participants from outside the local area, they are also strongly linked to tourism. We have designed the project to define as comprehensively as possible the impact of major international sport events on GDP and other key socioeconomic indicators. Therefore, we will first conduct an analysis of the current status of major international sport events and an analysis of the potential of major international sport events in Slovenia. At the same time, we will provide an overview of the current way of financing these events and proposed a model of financing major international sport events. In order to shed light on all aspects of the project’s goals and the wider purpose and importance of sports events at home and in the world, we will assess the effects of major sports events based on the existing scientific and professional literature and on the basis of available data for Slovenia, whereby the impacts will be identified according to all three pillars of sustainability - economic, social and environmental pillar. Effects will be quantified primarily for the economic pillar. In the project, we will propose a method of measuring the economic impacts of major international sports events in Slovenia, mainly on consumption, spending and thus on GDP and taxes. At the same time, we will design a method of measuring or evaluating the multiplier effects of large international sports events. Today, companies have the option to voluntarily disclose information concerning their supply chains, processes, suppliers, materials and financial data to their stakeholders but several intricate questions remain unaddressed. For instance, supply chain and organisation designs are critical in achieving supply chain transparency (SCT) to the extent where it can either enable or restrict voluntary information disclosure. Therefore, the role and relation of organisational and supply chain design transparency needs to be further investigated for a proper, comprehensive and performance-enhancing approach to digitalisation. With that in mind, this project aims to move beyond the predominant examinations of digitalisation, where the emphasis is often on implementation of new technologies and process integration. It looks for insights in the context of strategic 24 25 Project V5-2346: Monitoring short-term development of market economy in as real time as possible Principal Investigator: Mojca Bavdaž Funding Entity: Slovenian Research and Innovation Agency & Statistical Office Amount: 104,000 € Project Timeframe: 2023–2025 For most actors, having the most up-to-date and accurate information possible is crucial to operating successfully in today’s economy. Adequate and, above all, timely reaction to possible changes in the state of the economy can sometimes be decisive for the survival of a company or even an industry. The indicator of the short-term trend of the market economy, which is published by SURS on a monthly basis with a two-month lag, is proving to be too late in these times of great turbulence, when decision-making is taking place at an ever faster pace. Therefore, based on a thorough review of good practices in the publication of real-time indicators abroad and the application of modern modelling methods, we propose a methodology that would make accurate estimates of short-term developments in the market economy available significantly faster, preferably as soon as possible at the end of the observation period, or shortly thereafter, preferably with a lag of only a few days. Statistical offices in virtually all developed countries face a similar challenge, and it is not surprising that there has recently been a significant growth in the literature on the subject of (near) real-time forecasting, but to our knowledge, despite the intense development behind the walls of many offices, there is still no consensus on what would be the most advisable methodological approach to tackling the problem described above. The recent crises have called into question the methodological work of the past, the approaches of which made sense for a much more stable period than the one we are currently witnessing. Project V5-2349: Convergence of Slovenia towards Austria and Germany with the measures of modern development policy Principal Investigator: Denis Marinšek Funding Entity: Slovenian Research and Innovation Agency & Ministry of the Economy, Tourism and Sport Amount: 28,000 € Project Timeframe: 2023–2024 researchers developed a set of measures to reduce the gap in labour productivity relative to the reference countries of Austria and Germany, with the goal of halving the gap by 2030. The researchers identified 15 areas in which Slovenia lags significantly behind Austria and Germany and developed concrete measures to reduce said gap. It was found that progress was made in 2021 in the area of planned investments in critical public infrastructure, but the main challenge remains in soft productivity factors, which require action in the area of de-bureaucratisation, management of public institutions, and at the level of education and R&D collaboration (Mramor et al., 2022), and that productivity continues to deteriorate due to relatively low investment in intangible capital. In line with the starting points and the problem definition, the aim of the research project is to conduct a comparative study between Slovenia and the reference countries Austria and Germany in the field of development and innovation policies and measures to strengthen the economy. With the help of a literature review and an empirical study (in-depth comparative analysis of the institutional system of Austria and Germany, also with a focus on the legal system; comparative quantitative analysis of the development of labour productivity by individual industries in Austria, Germany and Slovenia based on the data series EU KLEMS and AJPES data; qualitative analysis of deficits according to identified productivity factors; qualitative analysis of implemented measures and directions in the period between 2020 and 2023 based on a review of legal acts and in-depth interviews with development policy makers), we will elaborate a renewal of development policy and corresponding implementation measures. Based on the conducted microeconometric study, we will prepare a methodological framework for conducting qualitative research in which we will gain insights into the impact of spillovers of intangible capital along value chains and the situation of lifelong learning in a sample of companies through in-depth interviews. We will develop a methodological framework for evaluating development interventions and establish a set of measurable indicators for monitoring performance. We will provide an overview of the implementation of directions and actions proposed in 2022 and 2020 (Mramor et al.), and report on the identification of shortfalls in individual areas critical to productivity growth. We will identify key areas for investment of public resources from the perspective of the greatest impact on increasing added value in the economy and communicate the results of the analysis with various stakeholders, as social consensus must be achieved for effective implementation of development policy. Since 2009, Slovenia has faced the challenge of low labour productivity growth, which has led to a development crisis and a decline in the prosperity of the population. Low labour productivity growth, which was primarily the result of low investment in physical capital by both the state (lack of large infrastructure projects) and the corporate sector (credit crunch), a decline in public investment in research, development, and innovation, low investment in other forms of intangible capital (e.g., education and training, development of new business models), and the lack of an adequate development policy with clearly defined priorities and implementation plans, led to the deterioration of the competitive position of Slovenian companies in global markets. The rapid aging of the population, the green transition, and new technologies requiring large private and public financial investments have exacerbated the problem of unambitious development policies in the past and threaten Slovenia with serious economic stagnation and acceptance of compromises in maintaining the current level of the welfare state in the coming decades without serious reforms (Mramor and Sambt, 2019). In 2020, a group of 26 27 Project V5-2352: Research of congress guests, their habits and consumption in Slovenia Project V5-2354: The analysis of the situation and development of the economic space abroad in connection with the Slovenian economy Principal Investigator at UL SEB: Kir Kuščer Funding Entity: Slovenian Research and Innovation Agency & Ministry of the Economy, Tourism and Sport Amount: 3,092 € Project Timeframe: 2023–2024 Principal Investigator at UL SEB: Metka Tekavčič Funding Entity: Slovenian Research and Innovation Agency & Ministry of the Economy, Tourism and Sport Amount: 3,333 € Project Timeframe: 2023–2024 The project addresses two key areas of content that are important for the proposed project, namely the motivation and habits of congress guests and their consumption when visiting a business meeting and thus a congress destination. Both areas are first discussed with the help of key scientific results and implications as well as expert findings and recommendations, and on this basis we design a measurement instrument (survey questionnaire) and carry out an analysis of the results, which enable the creation of a profile of congress guests with the extent of their consumption. The set problem approach dictates the implementation of project activities and analytical methods, which together enable a holistic treatment and a view from different angles, so it is interdisciplinary oriented, which is also expressed in the interdisciplinary composition of the working group. The following activities will be carried out within the project: The goals set within the project are to define and measure the consumption of the three main groups of congress guests in Slovenia, namely according to sectorspecific activities and their specificities; based on the results of the research, create profiles of the participants of international meetings in Slovenia regarding motives and habits and the extent of their consumption in general, as well as for each target group (sector), type of meeting and destination; to define the advantages and disadvantages of the Slovenian meetings industry from the point of view of the participants of business meetings at the selected four congress destinations and to answer specific questions regarding the sustainable transformation of the meetings industry in Slovenia on the example of the selected congress destinations, taking into account the principles of the circular economy and the digitalisation of society. At the same time, the goal of the proposed project is also to prepare terminological explanations of the fundamental terms and concepts used in the field of congress activity, as these are necessary for the consistency and comparability of the studied contents, and especially the comparability of the proposed research with other research. And to prepare an overview of the key stakeholders in the congress activity, the recruitment congress products of each destination and their current capacities. 28 • Analysis of the state of the economic space abroad. • Analysis of existing mechanisms, forms and methods of work to strengthen the economic foundations of the foreign country economic community. • Analysis of the integration of foreign economic organisations with Slovenia. • Recommendations for improving the functioning of existing and establishing new mechanisms, forms and work methods to strengthen the economic foundations of the foreign economic community. • Identification of possibilities and direction of economic policy to promote development economic space abroad and economic cooperation between Slovenia and foreign economic entities. Project V5-2355: Analysis of ownership structures in the Slovenian economy and the potential for promoting socially responsible ownership Principal Investigator at UL SEB: Polona Domadenik Muren Funding Entity: Slovenian Research and Innovation Agency & Ministry of SolidarityBased Future Amount: 7,000 € Project Timeframe: 2023–2025 The research project answers the question about the transformation of the labour market due to the introduction of AI in a holistic way, which includes both the identification of the impact of the introduction of AI and other new ICT technologies in the business processes of companies on the gap between knowledge and competences that will be needed in the next ten years, as well as studying new business models in the context of on-demand economics and the specifics of jobs from the point of view of ensuring adequate working conditions and labour rights. From the point of view of greater growth in productivity and higher welfare, understanding the motives and challenges of using artificial intelligence technologies in the business processes of organisations and complementary investment in the competences of workers is important for the bearers of economic, social and legal policies. 29 INTELLECTUAL CONTRIBUTIONS The research conducted at the UL SEB contributes to the quality of its programmes and also serves the needs of corporate clients. Source: Sicris May, 2024 34 35 Dissemination is a strategically important part of the UL SEB’s research excellence that the school and its entire staff implement on a daily basis. Through consistent efforts and dissemination of research work, UL SEB, as an educational and research institution in the field of social sciences, consolidates the presence of economics in the public domain. Through a systematic presence, it educates and empowers the public to understand economic facts. By interpreting them, it enables sciencebased news as an antipode to the so-called fake news, thus strengthening the media space and opinion makers. This is UL SEB’s contribution to the understanding of society, economy and business. The tools for this understanding are the tools of communicating science, addressing each audience in a context that is appropriate and understandable to them. According to the quantitative analysis of the media presence of UL SEB and its researchers, prepared by the company Kliping d.o.o., UL SEB had a total of 1,280 publications in various media in 2023, the gross value of publications from 2018 is 58,953.446 €.
