Univerzitetne oblasti so v nekaterih nebistvenih stvareh popustile, v glavnem pa študentovske zahteve zavračajo. To študentom volje ni ubilo, svoje zahteve ponavljajo in iščejp za nje podpore. Zadnjič se je v njihovo korist oglasil eqlo Osservatore Romano. SPORAZUM 0 OMEJITVI ATOMSKEGA OROŽJA V ZN Načrt o omejitvi atomskega orožja na sedanje atomske sile izdelan v Ženevi, je bil predložen glavni skupščini Združenih narodov. Sodijo, da bo dobil potrebno 2/3 večino. ZDRUŽENI NARODI. Rusi so hoteli tega kročiti Mednarodni atomski avtoriteti na Dunaju, v kateri so ‘udi sami, Nemci in Italiiani, o-boji člani razorožitvene komisi-;e v Ženevi, pa so to odklanjali, 'eš da bi Rusi lahko nadziranje 'zrabili v vohunjenje za atomskimi tajnami na gospodarskem lodročiu. Hoteli so zato, da naj 'ii nadzor prevzela Atomska skupnost, ki je del Skupnega trga. To seveda zopet ne gre v ■ačun Moskvi.-Pravi, da bi to pomenilo, da bi zahodne atomske ule nadzirale same sebe. Kliub težavam in nekaterim nesporazumom so se Združene države. Sovjetska zveza in Velika Britanija končno sporazume-'e in rešile vprašanje nadzora s kompromisom. Sporazum je bil nato podpisan in predložen ZN v razpravo in odobritev. Napovedujejo. da bo dobil potrebno dvotretjinsko večino. Organizi-"anega odpora proti njemu ni. Vprašanje miru na Srednjem vzhodu je trenutno potisnjeno v izadje, ker se za njegovo obrav-lavo ne ženejo ne Izraelci ne Arabci. Na zahtevo afriško-azij--kega bloka v glavni skupščini ZN je ta posvetila najprej vso ZDA ne bodo prevzele novih nalog na Srednjem vzhodu Ameriški zastopnik je izra- WASHINGTON, D.C. — V začetku tedna so se zbrali na posvet zastopniki držav CENTO, o b r a m b n o-zavezniške zveze, ki je nastala leta 1955, da bi zaprla pot ruskemu prodiranju na Bližnji in Srednji vzhod. Veliki upi, ki so jih v to zvezo stavili, se niso izpolnili, kajti Irak, v katerega glavnem mestu je bila pogodba o novi zvezi podpisana in je po njem dobila ime “Bagdadski pakt”, je že leta 1958 izpadel, ko so revolucionarno usmerjeni oficirji pod vodstvom gen. Arefa in Kasema ubili kralja Fejsala II. in predsednika vlade Nuri-Saida ter oklicali republiko. Predsednik Eisenhower je tedaj poslal v Libanon ameriške marine, da bi preprečil nove revolucije. Sovjetska zveza je zaporo Bagdadskega pakta preskočila dejansko že jeseni 1955, pa.r tednov po ikonferenci na vrhu v Ženevi, ko je sklenila z E-giptom dogovor o dobavi več- jih količin orožja. Naserjev Egint je od tedaj lezel in leze dalje v vedno večjo odivsnost od Sovjetske zveze. Sovjetska zveza je močno utrdila svoj vpliv tudi v Siriji in Alžiriji, nekaj manj v Iraku in Je-menu. Od tedaj se je pomirila s Turčijo in Iranom, pa tudi s Pakistanom, kjer je bil predsednik vlade ZSSR Kosygin komaj nretekli teden na uradnem obisku. Konferenca CENTO je vse to razpravljala, razpravljala pa še o položaju, ki bo nastal na Srednjem vzhodu, ko se bo v začetku prihodnjega desetletja, do koder je komaj še par let, z njega umaknila Velika Britanija. Ameriški zastopnik na konferenci državni podtajnik Ka-tzenbach je članom CENTO, Veliki Britaniji, Iranu, Turčiji in Pakistanu, svetoval, naj le zboljušujejo svoje odnose § Sovjetsko zvezo, pri tem pa naj ostanejo še dalje čuječni* kajti nevarnost kakega sovjet- skega sunka v ta prostor z vo-iaško S’’o še ni prešla. Združene države, ki uradno niso član zveze, bodo zaveznicam pomagale kot v preteklosti, niso pa pripravljene prevzemati nobenih novih obveznosti, ko se bo Velika Britanija umaknila s nrostora “vzhodno od Sueza”. Vprašanje obrambe področij ob Perzijskem zalivu morajo rešiti države tega prostora, prav tako ne mislijo Združene države posegati v zmede na jugozahodnem koncu Arabskega polotoka, kjer je postal Aden neodvisna Juž-no-jemenska republika in hoče razširiti svojo oblast nad sultanati in emirati na jugovzhodni obali polotoka. Združene države bi rade dosegle nomirjenje med Arabci in Izraelci, ker bi to vse področje pomirilo in oomaga-lo omejiti ruski vpliv nad njim. Z večjim upanjem gledajo ZDA tudi na možnost pomiritve med Grki in Turki na Cipru. zil zadovoljstvo nad stališči zaveznikov do Zveze in njene bodočnosti. Nihče od njih se ni izrazil za izston ali za razpust Zveze, niti Pakistan, ki je do nje bil od leta 1962 zelo hladen, ker ga ni nodorla v njegočem sporu z Indiio zaradi Kašmirja, nač pa sta A-mefika in Anglija tea»ia nravila MU WASHINGTON, D.C. — Kr 'e bil predsednik Johnson lani v punta del Este na sestanku državnimi poglavarji OAD, je sodeloval pri reviziji pravil te organizacije. Včeraj smo videli, kako so Slovenci delno sami delno v družbi z Obri pritisnili za v Italijo odišlimi Langobardi v nekdanjo rimsko Panonijo in dalje proti Italiji. Po dr. Milku Kosu so po letu 580 Slovenci zasedli že okoliše nekdanjih škofij v Celeji (Celju) in Emoni (Ljubljani), okoli leta 590 okoliš škofije s sedežem v mestu Teurnia (blizu današnjega Spittala ob Dravi) in deloma že tudi ozemlje škofije « sedežem v mestu Aguntum pri današnjem Lienzu. Škotje teh mest se pred slovenskim in obrskim pritiskom umikajo proti morju in v Italijo. Zadnji emonski škof 1 atricij in celjski škof Johannes živita kot begunca v okolici oglejskega patrijarha in v Istri. Sled zadnjega škofa antične Celeje vodi iz Istre v daljno Sicilijo in se tam izgubi. Virunski in ptujski škof se sploh več ne omenjata, njuni škofiji sta nemara prenehali med prvimi. Okoli leta 593 so se Slovenci prvič spopadli na gornji Dravi z Bavarci. Bavarski vojvoda Tasilo je vdrl v njihovo deželo. Slovence premagal in se vrnil z velikim plenom domov. Slovenci niso ostali Bavarcem dolžni. Ko so ti zopet vdrli v slovensko deželo, so jih s pomočjo Obrov pošteno naklestili. Dva tisoč Bavarcev je obležalo na bojišču. Slovenska meja proti Langobardom je bila ustaljena z dogovorom po bitki pri Lavarianu leta 720. Slovenci so se naseljevali od konca 6. stoletja tudi v zaledju Trsta, ki je bil tedaj še pod bizantinsko oblastjo in varuštvom, vendar je glavno slovensko naseljevanje tam sledilo šele v začetku frankovske oblasti ob gornjem Jadranu, 200 let kasneje. V istem času so se Slovenci v večjem številu začeli seliti tudi v Istro. Slovenski rodovi so se začeli seliti v sedanje nižje in zgornje avstrijsko Podonavje že po letu 550, ko je tu prenehala frankovska oblast. Naselili so vse ozemlje od Dunajskega lesa pa do reke Travne, ki se pod Linzem izliva v Donavo. Podobno kot v Istro in neposredno zaledje Trsta, ko je to ozemlje prišlo pod oblast Frankov, so se Slovenci v večji meri začeli seliti tudi v Panonijo, ko je ta prišla v frankovsko oblast. Ozemlje, ki so ga Slovenci v 6. in 7. stoletju zasedli in naselili, je bilo obsežno, ni pa bilo povečini gosto naseljeno. V nekaterih predelih je živelo še staro prebivailstvo, drugi pa so sploh ostali neposeljeni. Najgostejše je bil naseljen svet, kjer so se Slovenci ohranili do danes. Na splošno so Slovenci ozemlje, ki je kasneje postalo nemško, redkejše poselili, tako je bilo mogoče, da so poleg starih slovenskih naselij nastala nova nemška in postopno spremenila slovensko pokrajino v mešano slovensko-nemško in končno v nemško. V svojem največjem obsegu je slovensko ozemlje merilo okoli 70,000 kvadratnih kilometrov, če upoštevamo njegove meje na zahodu do Furlanske ravnine, Karnskih Alp, izvirov Drave, Visokih Tur, Dachsteina in reke Travne, na severu kot mejo Donavo od izliva Travne do Dunajskega lesa, na vzhodu zahodni del nekdanje Pribinove in Kocljeve kneževine, na jugovzhodu pa črto, ki je danes meja med Slovenci in Hrvati. Danes meri slovensko narodno ozemlje le še okoli 24,000 kvadratnih kilometrov, izgubili smo torej tekom 1400 let nekako dve tretjini ozemlja, ki smo ga v prvih stoletjih naselili. Poudariti je treba, da je bil izgubljen večji del ozemlja na današnjem Salzburškem, Zgornjem in Spodnjem Astrijskem že v prvih stoletjih, ko so Slovenci prišli v stike z Bavarci in se z njimi povezali, pa bili nato z njimi vred vključeni v frankovsko, kasneje v nemško državo. Močan nemški val je drl v Podonavje, ko so Franki uničili obr-sko državo in spravili pod svojo oblast vse ozemlje do bizantinskih meja v Sremu. Ta prvi val nemške kolonizacije je zavrl vdor Madžarov v Srednje Podonavje leta 896. Obnovil se je postopno šele, ko je bila pod cesarjem Otonom L v začetku druge polovice desetega stoletja odstranjena madžarska nevarnost in zavarovana vzhodna meja. Novi nemški kolonizatorični val proti vzhodu in v tedanji slovenski alpski svet je bil veliko močnejši od prejšnjega. Zlival se je v vse za naseljevanje ugodne predele. Bil je tako številen, da so slovenske vasi že v 13. in najkasneje 14. stoletju v avstrijskem Podonavju popolnoma izginile. Dalje so se ohranile v goratih predelih Gornje Koroške in Štajerske. Slovensko-nemška meja, ki se je koncem srednjega veka nekako ustalila, se je bolj premaknila v škodo Slovencev znova šele v 19. stoletju, ko je oblast načrtno podpirala germanizacijo na Koroškem in Štajerskem. Slovenski živelj v nekdanji Panoniji je ohranil po madžarskem prihodu v Podonavje od svoje zemlje komaj eno desetino, današnjo Slovensko krajino. Slovenski narod se je ohranil skozi 1400 let stisk vseh vrst, od vojska, plenjenj in požiganj, kuge in drugih bolezni, tlačenja in izrabljanja tujih zemljiških gospodov in oblastnikov. Res je izgubil dve tretjini svoje nekdanje zemlje, od koder sta ga postopno skozi stoletja izrinila Nemec in Madžar, toda jedro, predel, kjer so se Slovenci od vsega začetka najgostejše naselili, je ohranil do današnjih dni. Tisti, ki ne morejo pozabiti velike izgube slovenskega ozemlja skozi dolga stoletja, naj se spomnijo, da so mnogi močnejši in številnejši rodovi popolnoma izginili, ohranila so se le njihova imena in še ta večkrat le v knjigah. Kje so nekdaj mogočni rodovi Vandalov, Vzhodnih in Zahodnih Gotov, kaj je ostalo od Langobardov, kaj od Frankov? Kje so mogočni, bojeviti slovanski rodovi Ljuticev in Bodricev, ki so živeli nekdaj med Odro in Labo? Kje so Huni, pred katerimi se je tresel ves tedanji svet, kje Gepidi, kje Obri? BESEDA !Z NARODA I 1 Bodimo hvaležni za vstajenje in odrešenje CLEVELAND. O. — Z Belo nedeljo smo zaključili praznovanje odrešenja in vstajenja. Za nami je sveti postni čas z vso svojo bogato vsebino spokorno-sti in duhovne samovzgoje po samoedoovedi in žrtvi. Pri Svetem Vidu smo letos imeli v postnem času še prav posebno priložnost vraščati se v Kristusa, ker smo v zvezi s 75-letnim jubilejem fare obhajali sveti misijon. Kako bi ne bili Bogu hvaležni za tako čudovito priliko duhovne obnove, ki nas je učila globlje molitve, kot tesnejše povezave z Bogom. Po premišljevanju Kristusovega trpljenja smo začeli višje ceniti blagodejni vpliv križa na osebno plemenitenje človekovega značaja. Križev pot, žalostni rožni venec, vsakdanja maša, vse nam je pomagalo vdaneje in potrpežljiveje nositi križ za Kristusom. Pa še nekaj je bito, kar je na poseben način približalo Kristusa in njegovo rešilno žrtev vsaki duši dobre volje; mislim namreč na doživetje pri pasijonski igri “V času obiskanja”. Lepo je, bil, izbfgn čas ob sklepu misijona "’za to dramo,- ki je tako globoko segla v srca gledalcev. Ob nekaj prizorih so mi nehote ušle oči po dvorani in sem videl bele robce, ki so lovili polzeče solze ganotja raz sočutne o-braze. Prepričan sem, da je ta oonazoritev Kristusove daritve v marsikateri duši zapustila neizbrisen vtis, ki bo morda še po 'etih vplival na krščansko gledanje pri vrednotenju trpljenja. Vem, da so tako režiser kakor igralci žrtvovali marsikatero uro svojega prostega časa, da so mogli Kristusa tako približati gledalcem. Vem pa tudi, da je zavest doprinešenih žrtev tiho, pa sladko plačilo vsakomur, ki dela dobro. Rad bi vsem igralcem Pasijona, ki za svoje plemenite žrtve niso bili od ljudi nagrajeni, saj niti ploskanje ni bilo dovoljeno, rad bi jim torej vsaj tem potom rekel iskreno — Bog plačaj! Gledalec cert naše mladine s harmonikami, kitarami, piščalkami in klavirjem ter otroško petje malih muzikantov.” V clevelandskih slovenskih družinah so to nedeljo cel dan govorih o Baragi. Iz Marquetta je za to priliko prišlo šest ljudi: Fr. J. Wolf, Baragov zgodovinar, Mr. in Mrs. Joe Stupar, ki sta prinesla Baragovo svečo z oltarja v Baragovi krip-| ti, ter njuna hčer Ema Donckers z dvema hčerkama. Fr. Wolf je pri Mariji Vnebovzeti pridigal in pri koncertu prižgal Baragovo svečo ter pozdravil polno zasedeno dvorano Baragovih častil- cev. “Baraga je moral bili vesel.. CLEVELAND. Ko boste počastili spomin mojega svetniškega prednika, bom jaz z vami in bom z vami molil in prosil Boga, da bi bil škof Baraga povzdignjen do časti oltarja, ako je to božja volja. Pri Mariji Vnebovzeti so verniki darovali pri svetih mašah (dosedaj) skoro točno 500 dolarjev, (šentviška župnija je pa v februarju zbrala na Baragovo nedeljo približno ravno tako vsoto.) Rev. J. Wolf se v imenu Baragove zveze zahvaljuje za tako močno navdušenost in velikodušno podporo ter toplo gostoljubnost clevelandskih Slovencev. Rev. J. Godina Slovenski športni klub V nedeljo, 18. februarja 1968. ie bilo zaključeno kegljaško tekmovanje Slovenskega športnega kli^ba (SSK) za 1. 1967/68. Vsega skupaj je tekmovalo 56 članov, odnosno članic, in sicer '17 fantov in 19 deklet. Tekmovali so v 14 skupinah — vsaka od teh je štela po 4 tekmovalce (tekmovalke). V vseh 48 igrah je dosegla prvo mesto skupina, ki so jo sestavljali sledeči tekmovalci: Janez Košir, Pavle Košir, Tone Kukovec in Marinka Mrva. Drugo mesto je zasedla skupina, ki je bila sestavljena iz sledečih tekmovalcev: Martin Tominc, Miha Rihtar, Frank Rožic in Karl Gorišek. Tretjo mesto je zasedla skupina, ki je bila sestavljena iz sledečih tekmovalcev: Miha Perčič, Stane Mrva, Karl Lončar in Pepca Kamin. Med posameznimi tekmovalci je dosegel prvo mesto Pavle Košir s povprečjem 170 kegljev. Drugo mesto Miha Perčič s pov-prečjem 167 kegljev in tretje mesto Jože Košir, s povprečjem 163 kegljev. Med posameznimi tekmovalkami pa je zasedla prvo mesto Margaret Grajžel s povprečjem 134 kegljev, 2. mesto Marjeta Švajger s povprečjem 132 kegljev in 3. Rezka Rus s povprečjem 131 kegljev. V posamezni igri je podrl največ kegljev Pavle Košir, 237 kegljev. Med dekleti je v posamezni igri podrla največ kegljev Marinka Mrva, in sicer 199 kegljev. Med posameznimi tekmovalci je podrl v treh igrah Frank Rožič 574 kegljev. Med posameznimi tekmovalkami pa Margaret Grajžel 452 kegljev. Tekmovalci odn. tekmovalke bodo prejeli pokale v sohoto, 27. aprila, na klubovem banketu v Baragovem domu. Vseh pokalov je 25. Razdeljena bosta tudi dva pokala za šahista in sicer enega dobi Metod Ilc, drugega pa Pavle Košir. Na banket so povabljeni poleg tekmovalcev in tekmovalk tudi vsi člani Slovenskega športnega kluba in njihovi prijatelji. Za tekmovalce, kateri so kegljali, je vstop na banket prost, vsi drugi oa plačajo $2. Na banketu bo servirana večerja, pri kateri bodo vsi postreženi po volji z go vejo pečenko ali pa z dunajskim zrezkom in vsem, kar spada zraven, tudi s pijačo. Večerja se orične približno ob 7.15. Po večerji bo razdelitev pokalov in ples. Igrali bodo “Veseli mornarji”. K lepim uspehom vsem tekmovalcem in tekmovalkam iskrene čestitke! F. S. Baragova sveša in koncert “Mladih barmani” karjev” CLEVELAND, O. — V nedeljo, 21. aprila, se je vršila pri Mariji Vnebozeti izredna slovesnost prižiganja Baragove sveče, katero sta prinesla zastopnika marquettskega škofa Mr. in Mrs. Joseph Stupar iz kripte lamkajšnjV Stolnice, kjer je Baragov grob. Č. g. župnik Victor Tomc je ored sv. mašo ob osmih svečo blagoslovil ter jo svečano prižgal v spomin 1200-letnice pokristjanjenja Slovencev in v spomin stoletnice Baragove smrti. Rev. Joseph Godina je daroval ilovensko mašo, spremljano od mogočnih orgel, pri katerih je Miss Josephine Terček vodila 'judsko petje. Pri tej maši je itregel Matth Tekavec, ki je bd uradni ministrant pri mašah na 'anskem romanju. Rev. Godina ;e v svojem nagovoru povdarjal oomembno ozadje Baragove sveče, katero je naročil prejšnji marquettski škof Noa z namenom, da bo po končanem romanju prinešena v kripto marquett-ske stolnice, kjer je grob škofa Barage. Sveča je bila prvič prižgana v Solnogradu, prav pri ti->tem oltarju, od koder je škof Virgil leta 767 poslal sv. Mode-•ta v Karantanijo oznanjat Slovencem Kristusovo vero; prižgal o je kapucin in Baragov zgodovinar p. Alaric Wolf. Ob 10.30 je Rev. V. Tomc v mgleščini ip o n o v i 1 prižiganje .veče, da je gorela med peto sv. našo, katero je daroval p. Ala--ic; pri tej maši je pa ministriral znani čarovniški dekan in ?tarosta lanskih romarjev 82-let-ni Mr. John Grdina, ki je bil med lanskim romanjem vseskozi tako navdušen ministrant, da bi olezal na Sv. Višarje po vseh štirih, če bi bilo treba, samo, da bi stregel pri romarski maši; njegove želje so se tudi letos izpolnile. Ob koncu angleške maše je Miss Terček intonirala "Hvala večnemu Bogu” in vsa cerkev je zagrmela zahvalno pesem; nato je pristopil naš novi kaplan Rev. dr. Pavel Krajnik ter pomagal prižigati pri Baragovi sveči šp male sveče, ki so jih lanski romarji s seboj prinesli iz Solno-grada; ob svitu romarskih sveč se je pomembna slovesnost končala. Popoldne smo hiteli na koncert “Mladih harmonikarjev”, ki se je pričel oib 3.30 v velikem avditoriju ipri Sv. Vidu; prostrana dvorana je že bila nabito polna in komaj smo našli naše sedeže. Rev. J. Godina je v imenu Baragove zveze pozdravil navzoče ter se zahvalil za ogromno udeležbo in naznanil, da se bo sedaj prižgala sveča, ki nosi uradno ime po škofu, ki jo je naročil, “Noa -Baragova sveča.” V slovesnem sprevodu skozi glavni vhod so odnesli škofovi zastopniki svečo ter jo postavili na levem koncu odra na stojalo pred veliko Baragovo sliko; pater Alaric jo je svečano prižgal ter se opravičil ker ne more, žal, govoriti slovensko, kakor bi dvorana pričakovala ter rekel med drugim, da jf spremljal svečo od Solnogradr v Gospo Sveto, kjer jo je prižga' ob grobu sv. Modesta celovšk' stolni kanonik Aleš Zechner ob asistenci prof. dr. Metoda Turn čeka, in nato v Ljubljano, kjeT 'e svečo prižgal nadškof Pogač nik v stolnici sv. Nikolaja; cbi kal je farno cerkev v Dobrniču. Malo vas — Baragov rojstm' kraj, Metliko in Šmartno pr' Tranju, kjer je Baraga deloval kot duhovnik. Pohvalil je velikr '.animanje Slovencev za velikega škofa Baraga ter njegovega sedanjega naslednika, marquett-kega škofa Salatka, ki je navdušen Baragov častilec ter propagira, da bi prišel škof Baraga žimpreje do časti oltarja. Luči po dvorani so ugasnile ir •astor na odru se je pričel odmikati, prikazala se je čudovito lepa slika malih fantičev in dekličev v narodnih nošah in z blestečimi harmonikami. Vzbujali so nepopisno radost po dvorani, ki jih je pozdravila z gromovi-im aplavzom; mali muzikanti sr •nirno sedeli, dokler ni stopi1 ored nje mojster g. Rudi Knez pd dvorane viharno pozdravljen' žedaj so mali harmonikarji uda-nli na svoje inštrumente vesele koračnico, tako ljubko in takt 'epo, da je udarjalo tudi v naše srca. Vrstile so se razne točke na klavirju, s kitarami, s piščalkami, s trobentami in s petjem, nastopili so solisti, dueti in tercet’ er vsi odlično izvajali svoje točke; nastopil je tudi otroški zborček, ki je s svojimi nežnimi glasovi, še bolj pa z otroškimi kret-ijami zabaval navdušeno dvora-lo. Najbolj občudovan in akla-niran je bil g. Rudi Knez, ki jr s nebeškim potrpljenjem umet-liško izučil vse te malčke, da sc tako odlično nastopali na odru’ čast mu in posebna hvala tudi za ijegovo velikodušnost, s katere :e namenil ves čisti dobiček za-levi škofa Barage. Ob sklepu koncerta je na plošno željo dvorane stopil nr ider Rev. J. Godina ter g. Rudi-:u Knezu iskreno čestital ter sf mu zahvalil. Nato sta se umetmi-ku Knezu približali dekleti v narodnih nošah ter mu pokloni-i v priznanje krasen šopek rde-'ih nageljev. S tem se je pri-jubljeni koncert Mladih harmo-sikarjev končal v splošno zado-/oljstvo dvorane. Ernest Terpin Po 30 lelih v rojstni kraj BRIDGEPORT, Conn. — “Dežela ljuba, kje ležiš, ki jezik moj mi govoriš?” Tako poje slovenska pesem in tako pravijo naši rojaki in rojakinje, ki se že pridno pripravljajo na obisk rodne zemlje. Dne 3. junija 1968 odletijo iz New Yorka v prekrasno Slovenijo obiskat svojce in prijatelje naslednje rojakinje: T. Raščan, T. Zelics, M. Teleško in A. Csa-kany. Prvi dve sta že večkrat obiskali rojstni kraj kakor tudi Rim in Lurd. M. Teleško in A. Csakany pa bosta po 30 letih bivanja v Ameriki prvič obiskali Slovenijo. This souvenir book will cor.tain the names of all the contributors to the Slovenian chapel at the Immaculate Conception Shrine in our nation’s capital. In addition the book will contain brief description of the chapel and the shrine. It will be embellished with pictures, some in color, of the main features of the chapel, together with some of the personalities who were involved in the project. It will be a truly worthwhile souvenir, which will be readily available. The campaign for the chapel is still in progress. More than half of the goal of $70,000.00 has already been realized. Res. 1099 which establishes a permanent Committee on Standards of Official Conduct and proposes a code of ethics for Members, officers and employees of the House of Representatives. The Code of Ethics sets rules with respect to the acceptance of gifts, honorariums, campaign contributions and other outside compensation, and requires Members, officers, and the principal employees of the House to divulge any substantial interest in a company doing business with the Federal government or subject to Federal regulations. Because of the philosophy that “one bad apple” can result in a bad reflection upon the others, I have supported the idea strongly that there should be a code of conduct for the Congress. It has been a long time coming, although consideration has been given to this matter t'6r a number of years. Public confidence in the legislative process and in the integrity of the Members, officers, and employees must be maintained and strengthened. While the adopted code isn’t perfect, it does provide guidelines for proper action and the machinery in, the House for investigating cases of misconduct. Passage was by an almost unanimous vote of 405 to 1. No Senate action is required as this affects the House of Representatives only. TAX ON AIR TRANSPORTATION Another bill passed recently and sent to the Senate is H.R. 16241, to extend the tax on transportation iby air and to reduce the exemptions from custbms duties of items mailed or brought back to the United States by tourists. This bill is part of the effort to alleviate our balance-of-payments problem. It puts a 5 percent tax on all air travel purchased in the United States not already so taxed. Types of travel newly taxed include wholly foreign travel, international travel beginning or ending in the United States, the domestic part of an international flight and travel between or ending in the United States, the domestic part of an international flight and travel between the continental United States and Alaska or Hawaii. On customs duties and the tourist exemptions H. R. 16241 makes the following major changes in current law. First, the personal exemption for returning tourists is reduced from $100 to $50 on a permanent basis and between enactment and October 16, 1969 this figure is reduced temporarily to $J0. Second, the rate of duty on items brought back by tourists is to be 10 percent of. the fair retail value where the wholesale value does not exceed $500. This replaces the duties which apply to individual items. Third, the present mailed-gift exemption, now $10, is to he reduced to $1. Fourth, the rate of duty on noncommercial imports is to be a flat 10 percent of fair retail value if the shipment does not exceed $250. Other parts of the President’s program, including the controversial tax on expenditures while overseas controls on direct investment abroad have been deferred. I voted for this legislation and it passed by a vote of 279-102. However, I am under no illusions that it will have any more than a minimal effect on our balance of payments. The basic problem lies in a return to prudent monetary and fiscal policies in this country. ASSIGNMENT OF ONLY SONS. From time to time inquiries are received from parents of young men who are the only sons or last male members of their families. They grant to know whether these sons are exempt from involuntary service ir the Army. Generally, the answer is “No, the young man is not exempt from selective service” But there is a provision governing “sole-surviving sons”. Under the selective service law a “sole-surviving son” is the last remaining son in a family that has already lost one of its members as a direct result of service ir, the armed forces. The "sole-surviving son” is exempt under the selective service law. The Army will discharge upon request any enlisted man who becomes a “sole-surviving son” after his induction, or the soldier may remain in the service but upon request be assigned to duty outside a combat area. Under current Army policy two members of the same family will rot be assigned to duty in Viet Nam. If one member is serving there in any of the armed services, another will not be sdnt provided, of course, he informs his commanding officer of the situation and makes the request. ST. Sprague, Past President of the American Heart Association, smokers who are told to stop by their physicians, fall into seven categories. The types are as follows according to their action; The Man in Search of a Father Figure, The Compromiser, The Fibber The Knower, The Filter Man, The Fatalist and the “You-Can’t-Do-This-To-Me“ Type. Which type are you? The Man ir. Search of a Father Figure; This person relies on his doctor. Even though he has been an indomitable smoker for years, when told that smoking will not do him one bit of good, he reaches into his pocket, and with nicotine-stained fingers, hards the doctor the pack he carries. He never touches a cigarette again. The Compromiser: He quits — almost. He will just have a cigarette after a cup of coffee. Soon he begins to chisel, if, for example there is no cough to plague him. Within a few weeks, he is back to where he started. Ho is one example of the reason doctors insist that patients stop completely and not just cut down. The Fibber: “O.K. doc,” he will say, “I will begin cutting down on this threc-pack-a-day habit of mine” — when he is really a two-pack smoker. Next time he visits the doctor’s office, he thrusts his chest cut proudly and stifling a cough, tells the doctor, he has succeeded in getting down to two packs, what he had been smoking all along. Once he is found out, he may be persuaded to make a serious effort at stopping. The Knower: He is tough, but not necessarily unyielding. He is the educated person who keeps well in-fermed on medical science. Mr. Lang said: “This new law should give some protection to American families offended by advertisements they believe to be morally harmful, particularly to their children. Last year the post office department received some 140,000 complaints from those offended by Pandering advertisements. While in most cases the ads were not legally obscene and were therefore mail-able, they are often offensive and are usually not the type of material one would want his children to read. The reply is no, there is merely a statistical association, but a rather impressive and convincing one. The correlation suggests, in the very least, that cigarette- smoking is an added risk for people with cardiovascular ailments. Smoking may bring on angina and fibrillations. It promotes deleterious changes in blood chemistry. And there seems to be no condition that smoking is good for. The Filter Man: He is an. offshoot of the “Knower”. He has discovered that not enough is yet known about filter cigarettes for anyone to make a conclusive statement. To him, the absence of statistics is reassuring. But this does not mean filters are “safe.” Experts have remained silent until more data is available, although evidence already in, indicates that on a n average, filters remove only one-third of the nicotine from cigarette smoke. The Fatalist: “What does it matter if I stop now? I have smoked so heavily for so long that the damage is done.” If he really means what he says and is merely misinformed, it is comparatively easy to persuade him to try non-smoking. It has been demonstarted that the death rate from car eer and coronary heart disease decreases among those who give up smoking and after a period of years approaches that of people who never smoked. But if he is relying on his fatalism as a self deluding ploy to keep smoking and the rug is pulled out from under him, he may slip into the toughest of all nuts-to-crack category, the next type. The “You-Can’t-Do-This-To-Me” Type: He insists he cannot live without cigarettes. Giving up, smoking, he says, will kill him just as certainly as not giving it up will. Only experience can change him. Some overt sympton of coronary disease is the only “argument” that will brake, if not break, his habit. A coronary induced one patient to revise his living habits when, his doctor had failed. A marvelous transformation has since taken place. He has given up smoking and is now a model patient who has “gone straight” to a fuller, happier, healthier life. The campsite has wonderful facilities and we thank Steve Helvak and his crew for their fine co-operation. Everyone attfending had a great tirpe especially on the buses. When we left the turnpike, we headed north on Ohio Route 7 arid then we went into several farm roads to thoroughly confuse all who thought they knbw where we were going. Frank Yankovic brought his wife June along as did Rudy Vincent. They both enjoyed the evening immensely and claim it’s the first engagement their’ husbands played, that ^hey actually had a good time. The Dick Spilars brought along their parents and were debating who chaperoned who. In any event, ey’eryone enjoyed Dick’s fine music on bus 3.
