Uradni komunike trdi, da so Kusi okupirali čez 70 mest in vasi v protiofenzivi in prodrli v bližino Orla. V eni bitki so pobili čez 5000 sovražnikov. Nemška vojaška posadka v Orlu je v nevarnosti uničenja. Ameriške leteče trdnjave so ponovno bombardirale Hamburg, nemško luko. Torej držimo skupaj in bo gotovo zmaga. Plesno dvorano s streho. Saj je med brat in sestrami naše velike jednote, ki se navadno zberejo na taki slavnosti in pridejo od vseh strani, vendar najbolj prijetno in veselo ter največ zdravega užitka!-— Pametna beseda Prijatelj iz Brooklyna, N. At the same time, the Cooperative Builder takes the adminis- tration to task because it is trying to "battle an impending evil by dubious, anti-soclal, basically wrong methods." The article reads as foi I o ws: Do tvvo wrongs make a right? Or, more appropriately, is it conducive to a tctal victory to battle an impending evil by dubious, anti-aocial, basically vvrong methods? The Washington administration, with the backing of some producers pressure groups, is engaged in such a battle against evil with evil on the internal economic front—it is trying to battle inflation *with economically unsound, unfair priče sub-sidies on food. Driven to vvhat (night be termed the last ex-tremity by the threatening collapse of its OPA priče control system, the administrstion is trying to keep the priče control lid from blowing off by giving (or promising) the food producers— vvho are clamoring for better prices—a govemment subsidy. We say "promising" a subsidy, for vve are a little skeptical as to vvhether the system could really be so effidently administered (despite a costly administrative machinery of added tens of thou-sands of federal employes in every state of the union) that the producer vvill actually get the subsidy money, in ali branehes of the food industry. The way vve understand it, the subsidy wfll be paid to the food processors (creameries for butter and cheese, canneries for vegetables, fruits, etc., slaughterhouses for mest), and the processors sre supposed to pass it cn to the aetual producer. In the dairy industry, where most of the processing plants are co-operatively owned by the farmers themselves, the subsidy money vvill, no doubt, reach the farmer, but what of the lines vvhere most proceasing is done by private profit con-cerns? But assuming that the money does reach the producer, is it fair and economically sound to make the taxpayer meet part of the cost of, for instance, tomatoes, even if he can't stand the sight of the vcgctablc? It seems to us to be neither fair nor sound, no matter vvhat school of economics one would use as a measuring stlck. It throvvs the economic principle of the mar-ket value of a product being based on (a) the use value of the product, (b) the labor povver required to produce said product, and (c) vvhat the prefit system economists term "a reasonable profit" in the production, transporta tion, and distribution of the product. The retail priče oi a subsidised tomato wlll be based on none of these principles— it vvill, instead, be based on the whims of a political bureaucracy, a bureaucracy that is already gaining control of the nation's production machinery at an alarm-ing rate* (alarming, because the political control of a nation's cconomy spells fascism, pure and simple). The purpose of priče control is supposed to be prevention of inflation—the prevention of our money losing ita value. But if ali prices are controlled thru producer subsidies, the subsidies speli either higher snd higher taxation (and thereVa Umita to a people'8 ability to stand taxation, too), or they mean bigger and bigger national debt. And how, may vve ask, vvill that astrono-mical national debt be finally paid off? If, as vve suspect, it can r nly be paid off by chcapening the money (inflation), wouldn't any masures that contribute to the growth of that debt (includlng producer subsidies) be merely postponements of an eventual inflation? Of course there are those vvho hold thst guarantced, free food should be one of man's inalienable rights. vvhether he ever does a lick cf socially necesaary labor or not. The food subaidy progi am could be taken aa a step toward such a utopia, for no doubt the free food of the future world vvould have to be paid for by the govemment, vvhich vvould collect the money thru taxation. So thia application of the American plan hotel system (yffll pay for it, whether vou use it or not) to our wartime dinner table is right dovvn the alley of these free food utopians. But vvhether the free food (and possibly even free fun) system may vvork out in aome future world or not, using tax-money subisidies in a somewhat weak and vapid effort to keep the lid on food priče inflation vvould seem, ut least to this psper, to be an unaound method. Why not, instead, try reallv controlling commodity-prices thru all-out rationing of ali neccaaities and luxurles, and priče tetlings on ali commodities and aervices, including a national vvage (or income) freesa? The Co-operatlve League of U.S.A., and many other economlcally vvide-avvake organisations, have advocated such a policy. But like in sli of its other "reform" measures, both depression-timc and vvartime, the present sd-mintatration to unvvilling to do mote than playfully serateh the uji fare. Like aome alek people we've knovvn, the adminiatration eapecta complete cure from one teaspoonful of a preaeribed iemedy. And if that first initial done does not cure the malady, it vvill toss the medicine aside and try something nevv. OFFICIAL NOTICE . We have also follovved ciosely and vvith keen interest the articles pub-lithed in the Prosveta and the monthly Imuos of the Mladini Liat deseribing tn more detail vvhat ls taking plače among the aetive juveniles. From these reports and our personal contact vvith the Circles, vve are inclined to believe that a healthy attitude exists among them upon vvhich a nevv movement of expansion vvill very easily be pro moted, vvhen the bells of peace once more ring ali over the civilized vvorld. It has come to our attention that a fevv of our Circles suspend their meeUngs during the vvarm summer months of July and August, because many of the members leave on vaeation«—spending a vveek or tvvo vvith relatives or friends, or at a nearby camp or resort. Some have obtained vvork that keeps them busy, so that meeting attendance has been cut dovvn to a figure that tends to diseourage holding them. While it is entirely proper to suspend meetings under such conditions, it is preferable, hovvever, especially vvhen the membership is large and enough children remain at home, to hold a meeting at least once each month in the summer. Doing so makes it leM difficult to get members together again vvhen the fall sessions are re-sumed, because some contact vvas retained betvveen them at aH times. It isn't necessary that business meetings be held in the summer-time or, if they are, they can be shortened to just a fevv minutes, the rest of the period being devoted to play or a round-table discussion in vvhich the regular order is tem-porai ily set aside. Nor do they have to be held indoors, but instead in the park under a shady tree, at a beach vvhere aH can keep cool in their bathing suits, or on some mem-ber's lavvn vvould also bc suitable. The main thing is to keep the meetings going the year round, if possible. Even if the meeting attendance drops off to a minimum (quo-rum), if that many members are interested and vvant to meet let them have their meetings and make them as convenient and comfcta-ble as you can. Deserving members shall be re-vvarded for their service«. Circle Manager« have been requested to send in the names of members of their Circle vvho have been outstanding in the past six months. Another excellent report emanates from Johnstovvn, Pa., vvhere Sister Ann* Bricely has taken charge of the activities of the "Youth of America" Circle in the indefinite absence of Olivia Chucheck. We understand that Blanch* Ober, a teacher in the Lorain Borough School and a member of the SN1'J, is devoting some of her time in-strueting the First Aid Class, so that vvhile Sister Chucheck is misscd by everyone, the progress of the Circle is stili very much forvvard and vve hope its present leaders vvill be able to steer the course in the same direetion. The Circles in Milvvaukee, Wau-kegan and Chicago, ali are setting good examples. Each is knovvn to; have appropriately celebrated the Fifth Anniversary of Juvenile Circles. The carnival affair staged by the JoUy Juveniles of Waukegan vvas something different and a sugges-tion vvell vvorth keeping in mind by members of other Circles. Govvanda, N. Y., reports that a base-ball team has been organized and, vvith Loui« Klucik in charge, have so far done quite vvell against local :ompetition. Because of gasoline rationing, ali playing is strictly local-ized. Our Juvenile Circle at Delagua, Colo., sugges&s that a convention of juvenile delegates vvould be a very good way of stirring up nevv interest among the juveniles of the So-cie^ and that, vvherever possible, ^ctional meeting« of reprq^nta-tive« of the Circles should b^eld once or oftener during the year, this for the purpose of exchanging ideas and to get acquainted with une another. The minutes were read and ap tion promoted by him. The article reads in part as follow»: Efforts were m>ie to induce Norris to remain in Waahington. but he insifted on returning to McCook, the little railroad clty in weatem Ntbraska where, more than 40 years ago he practiced law and served the public aa prosecuting attorney and distriet judge. Ocoasionally the great Progressive accept« an invitation to deliver an address away from home. Naturally, he is especially popular With audiences at Western colleges. and the subject neareat his heart is: What will happen after this war is over? Speaking before the University of Nebraska, he selected as his theme, "Peace Without Hate," and the members of the faculty were so impresaed that they arranged to have it printed in a neat volume, which already has been given wide circulatlon. "The peace that everybody is thinking about, the peace everybody is hop-ing for, is a peace that shall be last-ing," said Norris. "It is a peace that will enable ali peoples of the world to bind up their wounds and pro-ceed upon their orderly ways of living. "The peace which came out of the first World War is of little or no importance, because everybody now knows that such a peace could only be the spawning ground for another world war. This impoverished, bat tered world of ours cannot afford the luxury and the erime of a third world war." Norris would insist on unconditional surrender; he would disarm the Axls powew—Germany Italy, Japan and ali their satellites; he would insist on proper Indemni-ties—but "we must remove aU thoughts of revenge from our hearts. We must be the good Samaritans We must feed the starving and clothe the naked," hfc declared "Restraint of the passion so justly aroused by what has happened, re straint of the hate so naturally en-gendered by what has taken plače, restraint of the determination for revenge, so common to human flesh, is one of the sacrifices we must im-pose upon ourselves," Norris declared. Lonergan concludes that in the face of the tornado of hysteria which has swept every nation in war time, it required superb courage tO voice those sentiments. "Probably only Norris could do it and make such un impression" on ali the vic-torious nations. Finco $1.00. We will have no meet ing in August. To the aouth of Uie pass, the boundary again paaced to th« east of th« cre«t and therefore gave to Italy the heads of the Jugo«lav v«lleys of th« headstream« of the river Sora. Farther to the «outh, the valleys of the rivers Idria and Sora are con-neeted by the Idria Pa««, at 729 me-tre«, which is utilised by the msin Idrlja-Ljubljanu road. According to the latest edition of the lUlian official 1/25,000 map, this is s first-clsss road, more thsn 8 metre« in width and capable of carrylng heavy ve-hicular traffic. In thfli distriet there is no crest line, ss it ic ksrsMand, but the watershed i« st the Idris Pass snd it might havo been ex-pected that the boundary vvjuld foi-low the watershed partlcularl/ au, for various geologicsl and topograph-ic reasons, it can be defined with reasonable accuracy here. But again the boundary was drawn wcll to th« east of the wster«hed in auch « manner that not only the Idria Pa«s but Its two approaches from Jugoslav territory came compl«Uly un- kinsrnen. In many caae« private1 estate« wer« cut in two and the peasanta' centuries-old grazing right« on the Aipine pastures were sud-denly denled to them. Roads and tracks which had become the tra-ditional mean» of communication between towns and village«, be-tween the arable landa of the valley floors and the mountain pastures, were equally suddenly closed. These are serious matter«, s trik ing at the heart of human existence, more par-ticulariy in a region where, at the besi, life is hard and where sub-sisterice can only be secured by un-remitting toil to^ethre with the max-imum utilisation of meagre material resource«. It is not surprising therefore that the Slovene« resented the establuhmant of the Rapallo Line and conaidered that their čase had not been treated fairly by the Allied Powers and least of sli by Italy. More recently vvhen we began a program of rural electrifl-cation there vvere those who said it vvas not practicable and taould prove too costly. These and other programs, vvhich at firat vvere declared not feaaible, are now rec-ognized as a great blessing to our rural population, and they have been made to vvork on a practical and satisfactory basis. If vve can make crop insurance vvork it vvill, in my opinlon, prove one of the greatest steps ever taken by the government tovvard making farm-ing a sound and profitable occupa-tion." Francis B. Sajjre, deputy dircctor for Foreign Relief and RehabilHatlon Operations: "The liberated areas wlll doubt-less become hotbeds of bitterly strlvlng and opposing factions many of them bent on selfish povver. Political intrigues vvill fill the air. From all sueh factional strife America must re«olutely hold aloof Our only objeetive is to bring help to human bcings ln distress and assist them, once thcy are able, to set up the governments of their ehoiee, so long as these do not rest on the tyranny of force . . . Indeed, upon success or failure in thc rehabilitation of thc stricken peoples of the vvorld depends our ovvn future pro«perity or adversity. The United States cannot remain prosperous in a vvorld of bankrupt customers." Every novv and then a frača« takes plače in government vvhich shovvs up the vvhole game.for vvhat it is. An issue vvhich vvould ordi-narily bring forth argument and counter-agument suddenly cuts through briefs and »Utistics and be-comes a keen- edged knife slicing through the mufky fog of hypocrisy. Subsidies are just sueh an issue today. They are A sort of litmus paper vvhich unblushingly change« color and reveals the truth. Put to the test, both the adminis-tration advocates and the anti-ad-ministration opponcnts of subsidies flunk miserably. And vvhether subsidies are novv tossed into the gar-bage can, like used-up litmus paper, they have served a purpo«e already. On the basi« of the public argument you have been reading,' it vvould appear that the administra-tiori had just decided to introduce subsidies as a vvar measure. Noth-ing could be further from the truth. Branches of the Reconstruction Finance Corporation, like the Defense Supplies Corporatipn, the Copper Reoovery Corporation and the Metals Reserve Corporation, have been paying out miilions to ravv material producers. Battle I«n't Against Subsidr Principle The Agricultural Adjustment Ad-ministration and {he Commodity Credit Corporation have been doing the same thing in connection vvith all sorts of crop«, milk and grains. Increased war risk insurance rates have been met for months and months by the War Shipping Ad-ministration. The Defense Supplies Corporation has paid carrying costs for sugar, coal, oil, and so on. Zine, copper. lead and other metal prices have been kept dovvn by the pay-ment of government funds to the producers. Subsidies are npthjng nevv in our vvar economy. They vvill continue to exist. Why, then, the present fight? Get this straight: The battle is not being vvaged against the subsidy principle. The jargon cooked up by Congress in the specific biU that constituted the battleground did not disturb Hhe overvvhelming portion of subsidies. If you must dlsplay any emotion over it, just treat it as the generous offer of a eruteh, given to you as a revvard for having kept politely quiet vvhile the government vvas breaking your leg. Take the eruteh, but shovv a little restraint in expressing your tlionks. Here's hovv it came about. You n»ay recall that some months ago thc coal miners announced that they wcre sick and tired of vvatehing the cost of living going up and tha^ they vvere going to do something about it, namcly, ask for higher vvages Mr. Prentiss Brovvn, OPA Administrator, took to the air-waves vvith a spced that shook the microphones and announced that labor didn't have to get vvage inereases because he, Prentiss Brovvn, vvas going to roll back thc cost of living by using food subsidies. Labor is stili vvaiting. But it's not yct avvakoned to thc fact that Mr. Brovvns roll-back vvould have meant no more than a one per cent roll-back in the coat of living! Put that aguinst the proper back-ground. The Little Steel Formula— more accuratcly deseribed as thc Little Steel Ceiling on Wagcs—says that vvages may rise up to 15 per cent becau»q thc cost of living had risen by 15 per cent since January, 1941. The slight fact, admittcd by everybody, that the cost of living has by novv actually gone up 25 per ccnt apparcntly does not disturb anybody but labor. In that light. vvhat vvould the food subsidies have done? Thcy vvould have left labors vvages lagging <) per cent. instead of 10 pes ccnt, behind thc coat of living. Stili a perccnt is a perccnt vvhen you're hard up, and lt's vvorth having. There'a your eruteh—eourtesy of thc White House. But even if you abandon hope that the coat of living vvill rcally bc rolled back, there'« something else to worry about. The coat of living has not yct reached Ita ceiling! It vvill contlnue to go up./whlle vvages continue to limp behind il Subsidies vvould not by themselves keep the cost of living completely -stable. but they could aerve a« a brake on thc ipced vvith vvhich prices rise. They could abaorb aome of thc coat prcaaure on the priče strueture. and to *hat estent vvould br helpful All of thi« stili leave« unexplalned the oppoaition to aubsldie«. There are several reasons. ln the first plače, subsidie« vvill mean that prices don t riae ao fast. but that shouldn t at the end of the vvar, their subsidies vvill »top and they vvill be holding the bag of a lovv pricc Without subsidies and vvith iiigher priče, they could continue to coast on a better profit Ievel after the vvar. A »econd argument they raise is that subsidies means greater government supervisioa of their hooka. They knovv that OPA does not favor "aeross the board" subsidies under vvhich all producers could get the »ame subsidy. OPA vvants "differ-ential" subsidies vvhich vvould give the individual producer varyinu amounts depending on his profit-and-loss situation. Once more, the fear is that the profit pieture vvill be too nakedly revealed. It is the lesser evil. The infla-tionary consequences ol subsidies are limited as compared vvith the effect that inereasing prices vvould have in the form of a mounting cost of living, follovved by a demand for higher vvages, follovved in turn by higher produetion costs, resulting in increased prices and then another push on the cost of living. That vvould constitute a nevv form of the vicious circle that the Wobblies used to speak of: "We go to vvork to get the food to get the gtrength to go to vvork to get the food to get the strength to go to work . . ." and so on forever. Only in this inflationary circle, labor vvould vvind up NOT getting the food, vvould NOT have the strength, and vvould NOT be able to produce. Subsidies vvould help to keep labor working. Besides, any-thing is better than letting prices push food out of the people's mouths. What's likely novv? At this torit-ing, the Senate has just finished chasing its tail around the Commod-ity Credit Corporation bili, revers-ing its vote several times, and final-ly deciding to »tand by restrietions on the use of CCC funds to keep prices dovvn. The bili vvill go to a conference vvith the House and there vvill be more maneuvering. N The great likelihood, hovvever, is that subsidies vvill nevertheless sur-vive. They vvill help to slovv up the mounting cost of living, vvhich vvill »till continue to rise. Labor vvill have no ehoiee but to press for a breaking of the Little Steel Ceiling, and vvill probably get some upvvard revision. Already there is talk of raising the ceiling a little, but »till keeping it a respeetable distance behind the cost of living. Instead of letting vvages ri»e up to 25 per cent as living co»t« have risen, labor vvill be offered a «op in Jhe form of 17 to 20 per Cent. ^ With or vvithout subsidies, the test vvill come very soon.
