WINTERTON Major General Ref. : LDIAI52I224 Zone Commander CHARACTERISTICS OF METAL MARKS („CONTRASSEGNI“) FOR THE COLLECTION OF THE CIRCULATION TAX ON ANIMAL-DRAWN VEHICLES WHEREAS it is deemed advisable to adopt special metal marks („contrassegni“) for the collection of the circulation tax on animal-drawn vehicles, in that part of the Free Territory of Trieste administered by the British- United States Forces, NOW, THEREFORE, I, SIR JOHN WINTERTON, KCMG, CB, GBE, Major General, Zone Commander, ORDER: ARTICLE I The „Unione Italiana Ciechi“, Trieste Section, is hereby entrusted, in terms of article 224 of the Consolidated Text of laws concerning Local Government Finance 14 September 1931, No. 1175, with the .supply foi the years 1953 and 1954 to the Provincial Administration of the „contrassegni“ (metal marks) relating to the collection of the circulation tax on animal-drawn vehicles. ARTICLE II The „contrassegni“ relating to the collection of the circulation tax on animal-drawn vehicles, as referred to in article 214 of Consolidated Text of laws concerning Local Government Finance, approved by R.D. 14 September 1931, No. 1175, as amended by Article XV of General Order No. 105, dated 25 June 1947, shall consist of a rectangular aluminium plate, 90 x 43 millimetres in size ; the upper side shall bear a projection constituted by an arc of circle having a radius of 13 millimetres, the centre of which shall be at a distance of 35 millimetres from the lower side. The corners shall be rounded of by arcs of a circle with a radius of 5 millimetres. The plate shall have four holes at the corners for the passing of nails and shall be embossed with a wheel and relative spokes, the centre of which shall coincide with the centre of the circle referred to above on the left, above, also embossed, the year of validity, and on the right the initials : „B.U.S.Z. - F.T.T.“ ; on the left, below, likewise embossed, the amount of the circulation tax, and, punched on the right, the progressive registration number of the vehicle. On the left, above, the plate shall bear an appropriate hole for the application of an automatic brass clasp made up of two parts, male and female, and completed with the regular-hemp--coated iron wire. The value of the „contrassegni“ shall be as follows : Lire 125, Lire 250, Lire 500, Lire 1,000 and Lire 2,000. The reduction of 50% in favour of carts and agricultural machines which are not exempt, from tax under article 220, letter g), of the Consolidated Text on Local Government Finance, shall stand. The shape, size of characters and other indications impressed on the inetal plates shall conform to the models deposited by „Unione Italiana Ciechi“, Trieste Section, the supplier of the plates, at the Department of Transportation, „Ispettorato Compartimentale della Motorizzazione Civile e dei Trasporti in concessione“ and at the Department of Finance. ARTICLE IV The pries for the sale of the „contrassegni“ by „Unione Italiana Ciechi“, Trieste Section, to the Provincial Administration is hereby fixed at Lire 40 (forty) each. WINTERTON Major General Ref. : LDjA/52/189 Zone Commander Order No, 195 PROVISIONS CONCERNING THE MANUFACTURE, DISTRIBUTION AND SALE OF IDENTITY PLATES FOR ANIMAL-DRAWN VEHICLES WHEREAS it is deemed advisable to control the manufacture, distribution and sale of the identity plates for animal-drawn vehicles referred to in article 45 of R.D. 8 December 1933, No. 1740, in that part of the Free Territory of Trieste administered by the British- United States Forces, NOW, THEREFORE, I, SIR JOHN WINTERTON, KG MG, CB, GBE, Major General, Zone Commander, ORDER: ARTICLE I The identity plate for animal-drawn vehicles referred to in article 45 of R.D. 8 December 1933, No. 1740, shall consist of a rectangular aluminium plate of 150 x 70 millimetres. The plate shall be provided in its four corners with suitable holes for the passing, of nails and shall give, in black colour, the following particulars : On left side, above : the period of validity ; on right side, above: the registration number ; in the middle : the Commune where the vehicle is registered ; in the portion immediately below: the category to which the vehicle belongs (vehicle for the transport of persons, goods or agricultural products); in the centre : the owner’s Christian name, surname and father’s name, and the name of the firm ; below, respectively on left and right: the tare and the carrying capacity, if agricultural carts or vehicles used for the transport of goods are concerned ; in the lowest portion, left: the width of the tyres („cerchioni“) ; in the centre, below: a hole for fixing the plate („contrassegno“). ARTICLE II The plate shall not be renewed if, at least, three years from the relative purchase by the cart-owner have not elapsed. The plate may be renewed earlier if it is necessary to modify any of the particulars referred to in Article I hereof or if such particulars are no longer clearly legible. If the plate deteriorates within the above mentioned three-year period and the deterioration is due to manufacture defects, the renewal shall be gratuitous. ARTICLE III The substitution of the plates shall be carried out within 31 March 1953. Up to the said date, the use of plates having the characteristics referred to in article 45 of R.D. 8 December 1933, No. 1740, shall be permitted. ARTICLE IV The maximum price at which the plate may be sold by the Commune concerned is hereby fixed at Lire 620, to which the „verification tax“ referred to in article 45, fourth paragraph, of R.D. 8 December 1933, No. 1740, is to be added. ARTICLE V The „Unione Italiana Ciechi“,.Trieste section, is hereby entrusted with the service relating to the manufacture and sale of plates for the years 1953 and 1954. The time-limits of expiration and of prescription expiring after 31 December 1952 are hereby extended to the same date 31 December 1953, subject to the above mentioned conditions. WINTERTON Major General Ref. : LDIA/52/210 Zone Commander DECLARATION OP PUBLIC UTILITY AND URGENT AND UNDELAYABLE NECESSITY POR THE CONSTRUCTION OP A HIGH TENSION LINE FOR THE TRANSMISSION OF ELECTRIC ENERGY TO A GROUP OF HOUSES AT VIA CARSIA, OPICINA WHEREAS it is deemed advisable to authorize the „Società Elettrica della Venezia Giulia“ to construct and operate a line for the transmission of electric energy with a voltage of 10,000 volts ; and WHEREAS during the inquiry no claims or objections have been lodged and permissions for the respective crossings have been obtained by said „Società“ from the Province of Trieste, the Forest Guard Branch of Venezia Giulia Police Force, the Commune of Trieste, and the „Ispettorato delle Telecomunicazioni“ ; and WHEREAS the „Ufficio del Genio Civile“ and the „Ispettorato Generale del Genio Civile e dell’ U.S.V.S.“ have expressed their favourable opinion, NOW, THEREFORE, I, SIR JOHN WINTERTON, KCMG, CB, CBE, Major General, Zone Commander, ■ ORDER: ARTICLE I The „Società Elettrica della Venezia Giulia“ (SELVEG) —hereinafter referred to as the „Società“ — is hereby authorized to construct and operate an electric line with a voltage of 10,000 volts from the Opicirxa, Trieste, Sub-station to the transformer-cabin of a group of houses at Via Carsia, Opicina. ARTICLE II In accordance with article 115 of the Consolidated Text 11 December 1933, No. 1775, all the works and installations needed for the construction and operation of the above mentioned electric line are hereby declared to be of public utility. ARTICLE III In accordance with articles 116 and 33 of the Consolidated Text 11 December 1933, No. 1775, and Article 71 and following of the Law 25 June 1865, No. 2359, as amended by the Law 18 December 1879, No. 5188, series 2nd, the works for the construction of the electric line mentioned in the preceding Article and of the installations connected therewith are hereby declared urgent and undelayable. . ARTICLE IV Section 1. — The expropriations and works shall be initiated within three months and shall be completed within six months from the date of publication of this Order. Section 2. — Within two months from the same date the „Società“ shall submit to the „Ufficio del Genio Civile“, Trieste, in terms of article 116 of the Consolidated Text 11 December 1933, No. 1775, the detailed plans of the stretches of the line affecting private property with respect to which it is necessary to proceed in accordance with the above mentioned Law 25 June 1865, No. 2359. The line shall be constructed in conformity with the technical designs laid down in the project attached to the application of the „Società“ dated 1 December 1951 and shall be subject to the final test of the „Ufficio del Genio Civile“, Trieste. ARTICLE VI This authority is granted under the safeguard of the rights of third parties and under the observance of all existing regulations governing lines for the transmission and distribution of electric energy and of the special provisions of the Administrations concerned in accordance with article 10 of the Consolidated Text 11 December 1933, No. 1775. Consequently, the „Société“ shall assume full responsibility with respect to the rights of third parties and the possible damages that could in any way be caused by the construction of the electric line, protecting the Administration against all claims or troubles („molestia“) arising from those third parties who might consider themselves damaged. ARTICLE VII The „Società“ shall carry out all such new works or modifications as might be prescribed, in terms, of law, for the protection of public and private interests within the time-limits that will be fixed for such purpose ; in case of non-fulfilment the penalties provided for by the Law shall be applied. ARTICLE VIII Section 1. — For the expenses of superintendence and of the final test entrusted to the „Ufficio del Genio Civile“, the „Società“ shall deposit at the Treasury Section of Trieste, at the disposal of said „Ufficio del Genio Civile“, the amount of 10,000 (ten thousand) Lire. Section 2. — As a security for the obligations deriving from the present authority and for those with respect to third parties, the „Società“ shall deposit at the „Cassa Depositi e prestiti“ the amount of 20,000 (twenty thousand) Lire. Section 3. — The validity of the present authority is subject to the prior deposit of the aforesaid amounts. All expenses connected with the present authority shall be to the charge of the „Società“. ARTICLE IX The general plan and the summary report of the works attached to this Order are marked „Annex A“ and „Annex B“ respectively and shall be deposited at the Directorate of Legal Affairs, Allied Military Government, where they may be freely inspected by all persons concerned. ARTICLE II Article II of Order No. 5, dated 10 January 1951, is hereby repealed and substituted by the following: „ARTICLE II Section 1. ■— Except as provided for by the following Sections, the contribution referred to in Article I shall be granted for each apprentice engaged by the employer. Section 2. — For the purposes of payment of the contribution by Allied Military Government, no account shall be taken of the number of apprentices who, on 10 January 1951, were already in service, as well as, in case of subsequent reduction of such number, of those subsequently engaged up to the same number of apprentices as were employed on the aforesaid date. Section 3. ■— For newly established industrial concerns and for those which, on 10 January 1951, had no apprentices in their employment, the Territorial Labour Office, upon hearing the Commission for Apprentices, may limit the granting of the contribution to a portion of the apprentices engaged. Sarà considerata legittima una richiesta di revisione anteriore alla scadenza predetta, solamente nel caso in cui il trattamento economico del personale disciplinato dal contratto di categoria, avesse a subire delle modificazioni.
