Army Ref. : LD¡A¡51¡128 Director General, Civil Affairs Order No. 134 CHANGE OF THE BOUNDARIES OF THE COMMUNE OF SGONICO WHEREAS it is deemed necessary to change the boundaries of the Commune of Sgonico, in that part of the Free Territory of Trieste administered by the British-United Stales Forces (hereinafter referred to as the „Zone“), NOW, THEREFORE, I, CHARLES C. BLANCHARD, Brigadier General U. S. Army, Director General, Civil Affairs, ORDER: ARTICLE I The parts of P. C. 1003/1 of the C.C. of Villa Cargna and of P. C. 3584/3 of the C.C. of Duttogliano, both of the former C. A. of Duttogliano located within the Zone boundaries, marked in red colour in the planimetrical map annexed hereto, shall be and are included within the boundaries of the Commune of Sgonico, which are modified accordingly. ARTICLE II The planimetrical map mentioned in the foregoing Article shall form „Annex A“ of this Order and shall be deposited at the Department of Legal Affairs, Allied Military Government, where it may be freety inspected by any person concerned. Army Ref. : LDIAI51/124 Director General, Civil Affairs Order No. 135 NEW PROVISIONS FOR THE MANUFACTURE AND SALE OF VINEGAR WHEREAS it is deemed opportune to issue new provisions for the manufacture and sale of vinegar and for this purpose to make additions and amendments to R.D.L. IS October 1925, No. 2033 and its Regulations approved by R. D. 1 July 1926, No. 1361 in that part of the Free Territory of Trieste administered by the British-United States Forces, NOW, THEREFORE, I, CHARLES C. BLANCHARD, Brigadier General U. S. Army, Director General, Civil Affairs, ORDER: ARTICLE I Vinegar may be put on sale by producers and delivered to consumers only in vessels of a-capacity of not more than 2 litres, furnished with a guarantee seal applied in such a way as to prevent the extraction of the contents without prior removal of the seal itself. A label shall be attached to the vessels bearing, in addition to the note „wine vinegar“, the following particulars : a) Name of producing firm and address of registered office. b) Address of the plant where the vinegar has been produced with the following wording : „produced in the plant of.......“ followed by the indication of the locality of production. In case of the address of the registered office and that of the plant of production being the same, the wording shall be „Registered office and plant of production at...........“ followed by tho indication of the locality. c) Quantity of the actual contents of vinegar with the indication of its acetic gradation expressed as follows : „net content..... litres, acidity... degrees“. The above mentioned indications must be easily legible, written with indelible ink in a colour contrasting with the background of the label, with letters not less than 5 millimetres in height and in width for the particulars referred to sub a) and not less than 2 millimetres for the other particulars. The capacities of the vessels used îor the sale of vinegar shall only be as follows : 2 litres, 1 litre, 0.500 litre, 0.100 litre. A difference of not more than 3% of the quantity indicated on the label shall be allowed. ARTICLE III The forwarding of vinegar in vessels of whatever capacity and type shall be allowed : a) from production plants to the producer’s warehouses where the vinegar is bottled ; b) from production plants to plants making edible preserves and using vinegar for their processes ; # c) from production plants to other production plants, even if belonging to other firms. Nevertheless, vessels shall bear the particulars mentioned sub a), b), c) of Article I. ARTICLE IV In the sale shops and premises annexed, even if destined for dwelling, vinegar shall be kept only in the vessels as prescribed by the pro/isions referred to in Articles I and II hereof. ARTICLE V The second paragraph of art. 68 of the Regulations for application of R.D.L. 15 October 1925, No. 2033, approved by R. D. 1 July 1926, No. 1361, is hereby repealed and substituted by the following paragraph : „Acetic acid which is kept in premises where vinegar is either produced or stored, is „to be considered as destined for the production of edible vinegar or for blending with edible „vinegar contrary to the prohibition set forth in ait. 19 of R.D.L. 15 October 1925, No. 2033, „and of the first paragraph of this Article. Also acetic acid which is stored in premises where „edible preserves are being produced is to be considered as destined for the production of „vinegar to be used for edible preserves contrary to the prohibition set forth in the above mentioned art. 19.“ ARTICLE VI Transportation of acetic acid by anyone and however made, shall be accompanied by a bill, to be issued by the producer or seller, bearing the date of issuance, the amount of the consignment and the name of the consignee. The above mentioned bill shall be detached from a counterfoil-book. The producer or seller shall keep the counterfoil-book for at least four months from the date of issuance of the last bill. The consignee shall keep the bill which has accompanied the consignment for at least four months from its date of issuance. The above mentioned counterfoil-book, before being used, shall be endorsed by the Chamber of Commerce and shall bear the indication of the number of its pages. The counter-foil-book shall be used according to the progressive number of its sheets. The bill shall integrate the other transport documents and shall be exempt from all taxes. ARTICLE VTI The provisions of the preceding Article shall not apply to retail sales made by pharmacies. ARTICLE VIII The Agriculture and Fisheries Office, the Department of Production, and the Department of Commerce shall be entrusted with the administrative supervision concerning the application of this Order. The powers, duties and functions of the Department of Finance and of the Department of the Interior contemplated in art. 41 and subsequent articles of Chapter VIII of RDL 15 October 1925, No. 2033, shall remain unaltered. ARTICLE IX Transgressors of this Order shall be liable to the sanctions provided for by R.D.L. 15 October 1925, No. 2033, and by the Regulations for application approved by R. D. 1 July 1926, No. 1361, and by the subsequent provisions containing amendments or complementary additions. ARTICLE X This Order shall become effective on the date of its publication in the Official Gazette and the provisions contained in Article I, II, III and IV thereof shall be operative after six months from said date. D. No. 1328 of July 9, 1939 on the Rules and Regulations of the Civil Status have been complied with and no objections have been raised, NOW, THEREFORE, I, VONNA F.
